The Workforce Education department supports low-income, unemployed and underemployed populations who need funding and support for education, assistance planning educational goals, and resources for finding employment. As part of Workforce Education, the Worker Retraining program provides assistance to eligible students who: are collecting unemployment benefits or have exhausted them within the past 24 months, have received a layoff notice, were formerly self-employed, are displaced homemakers, or recently honorably discharged veteran. Under the supervision of the Program Specialist 3 the Worker Retraining Program Specialist 2 coordinates and delivers Worker Retraining services at Shoreline College. This professional-level position is responsible for determining eligibility, drafting educational plans, coordinating funding and support services, and ensuring compliance with state and Worker Retraining requirements. This position also helps with student recruitment, retention, and completion.
The position works collaboratively with instructional departments, Workforce Education staff, Enrollment Services, Financial Aid, community-based organizations, and WorkSource partners to support dislocated workers, unemployed adults, and other eligible populations in achieving training and employment goals.

The College provides services both online and in-person. This position will perform work in a standard office setting, use standard office equipment and physically attend meetings (both on and off campus- remove if not needed). Please note, there may be limited opportunities for online work depending on program or area needs. If authorized for online work, employees will need to provide their own workspace and internet access, noting the College will provide technical equipment and support for online work needs. Terms Of Employment/Salary:
This position is allocated to pay range 42 under the Washington State Office of Financial Management higher education salary schedule. Salary placement for new employees is determined by the College. This position works 40 hours per week, with a schedule dependent upon department needs. Hiring of this position is contingent on available funding as determined by the College President.

Program Coordination & Case Management
- Determine eligibility for Worker Retraining funding in accordance with state guidelines and college procedures.
- Draft individualized education and training plans aligned with labor market demand and student career goals.
- Monitor student academic progress and completion benchmarks; intervene when barriers arise.
- Authorize tuition assistance consistent with program rules and funding availability.
- Maintain confidential and accurate case files in compliance with state and college reporting requirements.
- Provide comprehensive support to adult learners, dislocated workers, and special populations.
- Assist students with career exploration, educational planning, and navigation of college systems.
- Refer students to campus and community resources including financial aid, counseling, childcare, transportation, and emergency supports.
- Deliver workshops or orientations related to Workforce funding, career pathways, and job search preparation.
- Serve as liaison to WorkSource offices, community-based organizations, and regional employers.
- Represent the Worker Retraining program at campus and community events.
- Collaborate with instructional faculty to raise awareness of workforce funding.
- Support recruitment strategies targeting displaced workers and underserved populations.
- Interpret and apply SBCTC and college policies governing Worker Retraining funds.
- Track enrollment, retention, completion, and employment outcomes.
- Prepare reports and documentation to meet Washington State Board for Community and Technical Colleges (SBCTC) requirements as needed.
- Participate in audits, program reviews, and continuous improvement initiatives.
Qualifications Required Education & Experience:
- Bachelor's Degree or equivalent education/experience
- Microsoft Excel, Word and Outlook, with the ability to create and modify complex Excel spreadsheets
- Workforce development principles and adult education practices.
- Workforce Education Grants (BFET, Worker-Retraining, Opportunity Grant, and Work First), guidelines and requirements
- Community and technical college systems and professional/technical training pathways.
- Financial aid and workforce funding structures.
- State and federal regulations related to Worker Retraining and workforce education.
- Familiarity with community-based organizations and resources.
- Providing professional and respectful customer service, including assistance to diverse populations
- Performing work with consistent accuracy and strong attention to detail
- Communicating effectively in both oral and written English
- Case management
- Analyzing student needs and developing actionable plans.
- Data tracking, documentation, and reporting
- Building collaborative partnerships across campus and within the community.
