Duties

• Serves as business advisor, ensures all aspects of an acquisition are considered, including risks and incentives.
• Analyzes and applies procurement policies impacting a variety of programs.
• Develops acquisition strategies, and functions as lead negotiator.
• Accomplishes the full scope of personnel management responsibilities for the contracting activity.
• Performs post-award functions involving a variety of contract types, resolution of contractor delays, contractor evaluations, subcontractor surveillance, and disposition of claims.
• Responds to audit and Congressional inquiries.

Requirements Conditions of employment

• Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
• Approximately 10% travel may be required.
• Incumbent is required to submit a Confidential Financial Disclosure Report, OGE-450, (5CFR Part2634, Subpart I Confidential Financial Disclosure Reports) upon entering the position and annually.
• Selectee must execute a written tenure agreement to remain in Federal service in the position for at least three years.
• Selectee must obtain the highest Career Category Level of certification in the assigned Career Category/Functional Area.
• This position is designated Tier 3, Non-Critical Sensitive, Moderate Risk and requires the incumbent to obtain and maintain a Secret Security Clearance Level as a condition of employment.
• This position is supervisory as defined by the Office of Personnel Management's (OPM) General Schedule Supervisory Guide (GSSG). A one year probation to assess your ability to perform supervisory duties is required unless previously completed.

• Basic Requirement for Contract Specialist, NH-04: Degree: Bachelor's degree (or higher degree) from an accredited educational institution authorized to grant baccalaureate degrees. OR Exemption: You are exempt from the education requirements above if (A) you are a current civilian employee in DoD who occupied GS-1102 positions or contracting positions with authority to award or administer contracts above the simplified acquisition threshold in an Executive Department on or before September 30, 2000; OR (B) you are a current military member who occupied a similar occupational specialty to the GS (or equivalent)-1102 on or before September 30, 2000.
• In addition to meeting the basic requirement above, to qualify for this position you must also meet the qualification requirements listed below: Specialized Experience: One year of specialized experience equivalent to the NH-03 grade level in the Federal service which includes (1) experience developing acquisition plans/strategies to ensure organizational objectives are met; and (2) conducting source selection procedures; and (3) Advising personnel on acquisition regulations and/or contract execution; and (4) Performing post award contract functions.
• Education FOREIGN EDUCATION: If you are using education completed in foreign colleges or universities to meet the qualification requirements, you must show the education credentials have been evaluated by a private organization that specializes in interpretation of foreign education programs and such education has been deemed equivalent to that gained in an accredited U.S. education program; or full credit has been given for the courses at a U.S. accredited college or university.
