Metropolitan Water Reclamation District of Greater Chicago Under general supervision, performs ordinary civil engineering work in connection with design, construction, inspection and scheduling review, operation and maintenance of water reclamation plants and sewers, surveys, specifications and estimates, inspection of materials and workmanship, project and cost control and complex engineering computations; may supervise subordinate engineers and sub-professional personnel. General Statement Under general supervision, performs ordinary civil engineering work in connection with design, construction, inspection and scheduling review, operation and maintenance of water reclamation plants and sewers, surveys, specifications and estimates, inspection of materials and workmanship, project and cost control and complex engineering computations; may supervise subordinate engineers and sub-professional personnel. Instructs, trains and assists subordinate engineers and technicians; assists in the scheduling of assignments; reviews performance; participates in the implementation and enforcement of District policies and procedure; takes necessary action or makes recommendations regarding work performance. Directs and participates in the preparation of engineering designs, layouts and specifications for water reclamation plants and related facilities; prepares contract documents; reviews contract submittals for conformity to quality and safety requirements. Prepares and/or reviews cost estimates and conducts economic analysis of design projects. Acts as resident engineer on moderate size projects of average complexity; plans, coordinates and supervises construction field crews assigned to contracts; supervises or performs field inspections of construction activities, workmanship and materials and enforces conformity with plans and specifications; prepares construction reports. Supervises or participates in surveying activities. Supervises and coordinates the work of sewer control crews and District tradesmen responsible for the routine maintenance of sewage control and pumping stations and subsurface chambers; identifies and troubleshoots maintenance problems associated with the collection system, controls and sluice gates; maintains activity records. Reviews and prepares responses to technical proposals related to the User Charge Ordinance; reviews pretreatment permit applications and issues Discharge Authorization permits; reviews wastewater sampling reports related to industrial users; conducts user charge facility inspections. Coordinates and conducts engineering studies, tests and analyses; oversees the collection, calculation and compiling of data; conducts research regarding alternative techniques or processes, reviews reports and presents recommendations regarding plant or process improvements; prepares reports pertaining to output, progress and/or operations. Administers and coordinates the equipment maintenance system including the development of replacement schedules for major equipment and the planning and monitoring of expenditures. Prepares internal and external correspondence regarding engineering projects and related inquiries; confers with other sections, departments, technical consultants and contractors regarding project requirements and assists in the resolution of associated problems. Other Job Functions Performs other duties as assigned. Environmental Conditions Typical office environment. May use standard office equipment and computer terminals. May involve exposure to a variety of operating mechanical equipment and loud noise and/or noxious odors. May include working in all types of weather conditions throughout the plant facility and collection system. May involve working in close proximity to or in conjunction with construction activities and heavy equipment, and may require exposure to a variety of weather conditions, including extreme heat and cold. Desirable Knowledge, Skills and Abilities Considerable knowledge of professional civil engineering criteria as it applies to the design, construction, operation and maintenance of sewage treatment plant facilities, sewer collection systems and flood control systems. Considerable knowledge of engineering design principles especially those involving hydraulics, hydrologic and soil considerations. Considerable knowledge of the biological, physical, and chemical design criteria for water reclamation facilities. Considerable knowledge of recent developments, current literature and sources of information in civil and environmental engineering. Some knowledge of the methods of supervising complex engineering construction. Some knowledge in basic computer principles. Ability to understand and interpret detailed construction schedules prepared by the critical path method. Ability to conduct and supervise surveys and the making of other field computations. Ability to understand and interpret detailed engineering designs and specifications. Ability to express oneself clearly and concisely, orally and in writing. Minimum Qualification Requirements Graduation from a four-year accredited college or university majoring in chemical, civil, environmental, sanitary or structural engineering and two years of full-time, post‑degree civil or environmental engineering experience related to the District’s activities. Substitution Full‑time graduate study in the designated fields of engineering may be substituted for the required experience on a year‑for‑year basis. Promotional Requirement One year of service with the District as an Assistant Civil Engineer or Assistant Structural Engineer; or possession of a bachelor’s degree in chemical, civil, environmental, sanitary or structural engineering and one year of service with the District as an Assistant Electrical Engineer, Assistant Mechanical Engineer, Treatment Plant Operator II, Engineering Technician V, Operating Engineer II or Engineering Draftsman III. Civil service status in one of the foregoing classifications.
