Project Engineer I (Water & Wastewater Construction)

Position Summary

The Project Engineer I is a senior-level Project Engineer responsible for supporting the successful delivery of complex water and wastewater projects throughout Indiana and Illinois, including treatment plants, pump stations, lift stations, pipelines, and related heavy civil infrastructure. This role coordinates technical, commercial, and field activities across all phases of construction while ensuring compliance with project specifications, safety requirements, quality standards, and company procedures.

The Project Engineer I serves as a key liaison between project management, field operations, subcontractors, suppliers, engineers, and owners, helping drive projects to successful completion on schedule and within budget.

Key Responsibilities

Project Engineer I

(Must be capable of performing all Project Engineer II and III responsibilities)

• Assist Project Managers with weekly project reporting, forecasts, and executive recaps.
• Lead the review and coordination of major equipment, electrical, instrumentation, controls, and process submittals.
• Support monthly cost reporting, forecasting, and profitability projections.
• Assist with project budgeting, cost tracking, and production analysis.
• Develop and maintain project cost codes and budget controls.
• Assist with project buyout activities and subcontractor/vendor procurement.
• Coordinate project documentation, contract administration, and owner communications.
• Mentor junior Project Engineers and support field operations teams.

Project Engineer II

(Must be capable of performing all Project Engineer III responsibilities)

• Assist with subcontractor and supplier buyout activities for mechanical equipment, process piping, treatment systems, and electrical scopes.
• Participate in monthly forecasting and financial reporting.
• Support pricing and development of change orders and contract modifications.
• Analyze labor, equipment, and production performance to support cost control efforts.
• Review and process mechanical, process, and electrical submittals.
• Track quantities, production rates, and installed work.
• Coordinate material receiving, inventory tracking, and cost coding.
• Assist with quality control testing, including concrete, process piping, pressure testing, and site utility testing.
• Support development of project procurement logs and buyout tracking.

Project Engineer III

• Support procurement and buyout activities for civil, structural, sitework, underground utility, and concrete scopes.
• Assist with project scheduling and schedule updates using Primavera P6 or similar scheduling software.
• Participate in weekly progress meetings with owners, engineers, subcontractors, and field personnel.
• Track material deliveries and equipment procurement schedules.
• Review civil, structural, architectural, and underground utility submittals.
• Develop material takeoffs, quantity tracking, and installation planning.
• Assist with field layout, surveying, and documentation of construction activities.
• Support pricing efforts for change orders by obtaining quotes and material pricing.
• Prepare, track, and manage Requests for Information (RFIs).
• Maintain accurate project records and documentation.
• Perform other duties as assigned.

Technical Skills

Successful candidates should possess working knowledge of:

• Water and wastewater treatment plant construction drawings.
• Underground utility and piping systems.
• Process piping installation and layouts.
• Excavation, trenching, shoring, and dewatering plans.
• Structural concrete construction.
• Lift station and pump station construction.
• Surveying and project layout techniques.
• Construction scheduling and project controls.
• Bluebeam, Microsoft Office, Procore, Primavera P6, or similar construction software.

Qualifications

• Bachelor's degree in Construction Management, Civil Engineering, Mechanical Engineering, or related field preferred.
• Relevant experience supporting water, wastewater, heavy civil, utility, or process construction projects.
• Experience with estimating, procurement, submittal management, cost control, and project documentation.
• Familiarity with treatment plant construction, underground utilities, process piping, concrete structures, and related infrastructure.
• Strong understanding of construction drawings, specifications, and contract documents.
• Highly organized with excellent attention to detail.
• Strong communication and relationship-building skills.
• Self-motivated problem solver with strong analytical and mathematical abilities.
• Ability to manage multiple priorities in a fast-paced project environment.
