• BS in Computer Science or the relevant technical field.

Work Experience Mandatory:

• Four (4) years of technical writing experience.

Education/Certifications Nice to Have:

• Society for Technical Communication (STC) Certified Professional Technical Communicator (CPTC); DHS Trusted Tester for Web certification (Version 5.0 - explicitly referenced at SOW 4.16.1); Section 508 / WCAG accessibility certification; Adobe Certified Professional; CAPM or PMP; DHS/CISA records management training.

Work Experience Nice to Have:

• Authoring Federal SOPs, Concepts of Operations (CONOPs), governance guides, and policy documents; CISA Style Guide or a comparable agency style guide; Section 508 remediation of Microsoft Office and Adobe PDF deliverables and preparation of Accessibility Conformance Reports using VPAT 2.0 508; executive speechwriting and leadership messaging for SES or AD-level principals; ServiceNow or ICT user documentation and training material development; cybersecurity or critical infrastructure subject matter fluency; Adobe Acrobat Pro, MS Word advanced styles and templates, MS Visio; active or recent DHS Public Trust / EOD.

Roles And Responsibilities:

• Perform technical editing, to include Section 508 compliance, and in accordance with the CISA Style Guide (2.0).
• Develop the FOI Process and Governance Guide documenting the standard process for developing, approving, and implementing Field Operating Instructions - a named SOW deliverable, due as necessary (2.2 Key Deliverables).
• Develop the Special Events Support CONOP defining CISA's approach to supporting the DHS Special Events Working Group and other planned events, including roles and responsibilities, coordination steps, and standard planning and leadership briefing products (2.2 Key Deliverables).
• Document requirements and develop the SOP for actioning requests under the FY27 Q1 Entity Notification / Admin Subpoena RFI Process (2.2 Key Deliverables).
• Update user documentation and training materials related to the Entity Notification dashboard and ServiceNow workflows (2.2.3).
• Support the development and maintenance of Field Operating Instructions (FOIs), working across CISA Divisions (2.2.4).
• Prepare Assistant Director Messaging to the Workforce - a quarterly deliverable (2.3 Key Deliverables).
• Prepare Remarks and Speeches - a quarterly deliverable (2.3 Key Deliverables).
• Prepare correspondence, briefs, and reports for review and approval by Government staff while ensuring compliance with current administrative policies, executive secretariat guidelines, agency formats, and procedures, using acceptable style, tone, and timeliness (2.3.1).
• Prepare correspondence and draft materials, including briefing materials for leadership meetings (2.0).
• Develop planning, leadership briefing, and staff training materials to enable regional execution of special events support (2.2.6).
• Produce leadership reports, briefings, and other decision-support products from CISA security assessment data (2.2.1).
• Validate ICT deliverables for conformance to applicable Section 508 requirements at a frequency that ensures evaluation within each iteration and release containing user interface functionality (4.16.1).
• Ensure electronic documents and forms developed in Microsoft Office or Adobe PDF format conform to Section 508 standards, including WCAG Level A and AA 2.0 Success Criteria, by conducting testing using the DHS 'Accessibility Tests for Documents' test methods (4.16.1).
• Support Section 508 deliverables: Conformance Test Plans, Test Results, and Accessibility Conformance Reports (ACRs) based on VPAT Version 2.0 508 (4.16.2).
• Provide all written reports in electronic format with read or write capability using applications compatible with CISA technology, i.e., Microsoft Office applications (4.12).
• Organize briefing materials and action items by preparing binders or folders for staff, leadership, and client program offices (2.3.1).
