CFO Position

The CFO is responsible for providing executive leadership and direction to EDA for the full cycle of financial management functions from planning and securing resources through the budget process to executing these resources through the acquisition process to recording and reporting these transactions in financial operations. The incumbent directs these programs through subordinate staff, reviews, and evaluates the adequacy and effectiveness of these programs. The incumbent is responsible for the operation and management of the Budget and Finance Division, which includes enterprise risk management and acquisition functions. He/she will assess the quality and effectiveness of customer service to internal and external customers and adjust resources to ensure that top-quality customer service is available. The CFO will incorporate application of industry best practices as appropriate and foster an environment of continuous improvement. Specific responsibilities include:

• Formulate a budget that reflects the policy and programmatic goals of EDA, the Department of Commerce (DOC), and the Executive Branch.
• Develop and/or oversee the implementation of programs and processes that ensure robust monitoring of financial transactions and budget execution to achieve complete compliance with applicable laws and regulations as well as internal and external policy, and adopt adequate measures to address anomalies and eliminate/mitigate the risk of future non-compliance.
• Oversee accurate allocation of costs among budget accounts and evaluate proposals for reprogramming of funds, advising managers and bureau leadership on all appropriate compliance measures and ensuring that approved transfers of budget authority between budget accounts are consistent with reprogramming regulations.
• Establish financial management controls and administrative policies and practices for EDA and set the direction and provide guidance where appropriate to ensure all budgetary, financial, accounting, and administrative directives are disseminated and properly integrated at the appropriate levels throughout the organization.
• Oversee the acquisition cycle, from acquisition planning through contract closeout, to ensure EDA efficiently procures goods and services to meet mission goals while ensuring compliance with the Federal Acquisition Regulation and appropriations laws and promoting the achievement of Department of Commerce and EDA acquisition performance goals.
