Overview: The Florida Gaming Control Commission is responsible for exercising all regulatory and executive powers of the state with respect to legal gaming, including pari-mutuel wagering, cardrooms, slot machine facilities, oversight of gaming compacts, and other forms of gambling authorized by state law, excluding the Lottery, as well as directly enforcing Florida’s gaming laws and combatting illegal gambling activities. The agency is overseen by five Commissioners who are appointed by the Governor, with the Commissioners appointing an Executive Director who leads a team of more than 200 staff members. The mission of the Florida Gaming Control Commission is to preserve and protect the integrity of gaming activities through fair regulation, licensing, effective criminal investigation, and enforcement. The Division of Gaming Enforcement is a criminal justice agency comprised of sworn law enforcement officers and criminal intelligence analysts handling complex cases involving RICO, money laundering, and illegal gambling throughout the state. Position Duties and Responsibilities: This is a law enforcement position involving duties pursuant to section 16.711, Florida Statutes. The incumbent assigned to this position oversees criminal, internal, intelligence, and other types of investigations, in support of the Florida Gaming Control Commission's mission. Prepares work schedules and assigns duties. Develops, updates, and revises departmental policies and procedures. Supervises, coordinates, and directs the investigations of criminal cases. Monitors and evaluates job performance of subordinates. Disciplines or effectively recommends disciplinary action of staff for violation of commission rules and regulations. Assists subordinates in performing job duties. Resolves personnel problems within the organization. Prepares reports and directs preparation, handling, and maintenance of division records. Serves as the division’s training coordinator for sworn and non-sworn personnel to include the development of educational programs, preparation of lesson plans, and conducting or coordinating training for division personnel. Maintains division training records as required by CJSTC or agency directives. Inspects facilities, supplies, vehicles, and equipment to ensure conformance to standards. Reviews contents of written orders to ensure adherence to legal requirements. Cooperates with court personnel and officials from other law enforcement agencies and testifies in court. Conducts raids and supervises the detention of witnesses and suspects for questioning. Meets with stakeholders, law enforcement, and community groups to develop programs and strategies, and to support the Commission's goals. Conducts surveillance to obtain information on suspects, co-conspirators, witnesses, and investigative targets. Interviews complainants, witnesses, and suspects to obtain facts or statements and records interviews. Mutual Aid Assignment – Pursuant to section 23.121, F.S., the incumbent is responsible for participating in the Florida Mutual Aid program in a law enforcement capacity to assist other government or local agencies as specified by Mutual Aid agreements. Knowledge, Skills, and Abilities: Knowledge of investigative techniques. Knowledge of law enforcement principles and techniques. Knowledge of the criminal justice system. Knowledge of computers and computer applications. Knowledge and application of the principles and techniques of effective communication. Ability to write memorandums, reports, and other internal/external communications in a logical and concise manner, also demonstrating appropriate grammar, syntax, punctuation, and spelling. Ability to conduct fact-finding interviews, take statements, gather and preserve evidence. Ability to use deductive reasoning. Ability to supervise and interact with law enforcement and civilian personnel in an effective, respectful, productive and supportive manner. Ability to plan, organize, and coordinate work assignments of employees. Ability to conduct surveillance or undercover activities. Ability to read and understand complicated rules, regulations and directives. Ability to maintain strict confidentiality as well as confidential records and correspondence. Ability to make independent decisions. Ability to establish and maintain effective working relationships. Ability to deal with individuals, employees and critical situations in an effective manner. Ability to operate and maintain motorized equipment. Ability to perform physical labor and withstand physical exertion. Ability to train and assist employees in job duties. Ability to work nights, weekends, and holidays as required. Ability to travel during the day, overnight, and unexpectedly, as may be required. Ability to qualify with a firearm on an approved FDLE course. Minimum Qualifications: Must have current FDLE/CJSTC certification as a law enforcement officer. At least five (5) years of sworn law enforcement experience with a focus on criminal investigation. At least three (3) or more documented years of supervisory experience in the criminal justice field; specifically supervising certified officers as defined in Chapter 943, Florida Statutes, may substitute for three (3) years of the required experience. Preferred Qualifications: A bachelor's degree from an accredited college or university. CHAPTER 943, F.S. REQUIRES THAT ANY PERSON EMPLOYED IN THIS CLASS: Is at least 19 years of age. Is a United States citizen. Has a high school diploma or its equivalent as the term may be determined by the Criminal Justice Standards and Training Commission within the Department of Law Enforcement. Has not, at any time, been convicted (adjudicated guilty) of any felony; has not been convicted (adjudicated guilty) of a misdemeanor involving perjury or a false statement. Has not, after July 1, 1981, pled guilty or nolo contendere to, or been found guilty of, any felony (regardless of suspended sentence or withheld adjudication); has not, after July 1, 1981, pled guilty or nolo contendere to, or been found guilty of, a misdemeanor involving perjury or a false statement (regardless of suspended sentence or withheld adjudication). Was not dishonorably discharged from any of the U.S. Armed Forces. Has passed a physical examination by a licensed physician, based on specifications established by the Criminal Justice Standards and Training Commission. Has a good moral character as determined by a background investigation which included the analysis of a urine sample furnished by the applicant for evidence of controlled substances as specified in Rule 11B-27.0022, Florida Administrative Code. Has completed a basic recruit course of training established by the Florida Criminal Justice Standards and Training Commission (CJSTC) in accordance with Florida Law or be exempt under Chapter 943, Florida Statutes with current CJSTC certification. Has achieved an acceptable score on the officer certification examination. Complies with the continuing training or education requirements of Chapter 943, Florida Statutes. Additional Requirements of the Position: Attendance is an essential function of the position. Successful passing of a criminal background check (state, local, and national is required). May be required to have a National Security clearance. Maintains strict confidentiality of information learned while working with the Florida Gaming Control Commission, whether learned through assigned duties or through working with other units. The types of confidential information may include but are not limited to: information regarding criminal records, investigative leads, suspects, witnesses, confidential informants, and any other information discovered or uncovered during the course of investigative activities. Attends and completes 40 hours of training courses, every four (4) years, for mandatory retraining necessary to maintain certification as an active law enforcement officer. Where you will work: This position is located in the Southwest Reginal Office in Sarasota, Florida. Special Notes: An employee assigned to this position must qualify on a continuing basis with an agency issued service weapon (firearm). Qualification for proficiency must conform to the standards established by the Division of Gaming Enforcement, Florida Gaming Control Commission. An employee assigned to this position must have vision correctable to 20/30 or better. An employee to this class may be required to undergo sporadic drug screening tests, either as part of the random testing of all Division of Gaming Enforcement employees, or at the specific direction of the Division Director when there is reasonable suspicion that drug abuse may be occurring by the employee. A positive test result may be reason for immediate dismissal from employment.
