Procurement Project Manager

Seeking a Senior Procurement Project Manager to lead state-level procurement strategies, draft solicitations, and oversee sourcing execution from initiation through contract award. This position serves as a strategic technical liaison between division leads and central procurement offices to ensure full compliance with public procurement policies.

Core Responsibilities

Solicitation Development: Draft and refine RFP, RFQ, and RFI specifications based on operational needs.
Sourcing Strategy: Lead procurement activities from strategy design through contract execution and bid evaluations.
Stakeholder Consultation: Provide guidance on procurement methods, strategy, and state compliance to internal and external partners.

Key Qualifications & Essential Skills

Primary Qualifications

Education: Bachelor's Degree in Business Administration, Supply Chain Management, or a related field.
Experience: 5 to 10 years in procurement, business administration, or contract management.

Top Technical & Core Skills

Solicitation Mastery: Direct experience managing Requests for Proposals (RFP), Requests for Qualifications (RFQ), and Requests for Information (RFI).
Contract & Legal Basics: Practical knowledge of contract administration, legal guidelines, and insurance requirements.
Software Proficiency: Advanced skills in Microsoft Excel, Word, and PowerPoint.
Professional Communication: Strong background in executive correspondence, scheduling, proofreading, and cross-functional stakeholder management.
