Job Description:\n\nVice President - Residential Multi-Family Affordable Housing Property Management\n\nSUMMARY:\nPlease note that this position will be based out of our main corporate office in Gaithersburg, MD (Washington, DC metro region) and requires relocation to either area. We recruit nationally and provide financial relocation assistance.\n Calling all Senior Regional Property Managers and current VPs of Operations looking for a change. Pratum Companies is looking for an experienced property management leader to manage the strategic oversight of a portfolio of properties within the company's management. This will be accomplished by providing a balance of tactical and strategic leadership of Regional Property Managers, General Managers and Community Managers while maintaining a high level of support to third-party property ownership clients. You are a seasoned expert in all aspects of multi-family property management with deep expertise in all affordable housing programs (LIHTC, HUD Section 8, etc.). Take root with us here at Pratum!\n The Vice President in Operations, Residential Multi-Family Affordable Housing Property Management, is responsible for strategic oversight of a portfolio of properties in a specific geographic region and/or with an assigned client grouping. Affordable housing operational management experience is required; exposure to conventional/market-rate multi-family property management is a plus. The Vice President will also demonstrate their daily operational effectiveness in the areas of financial acumen, market awareness, client relationships, corporate ambassadorship, successful communication and the implementation of corporate policies, programs and initiatives. Outstanding interpersonal skills are needed in order to interact successfully with internal and external stakeholders at all levels, including corporate support departments.\n It is anticipated that this position will be based in the Washington, DC Metro Region. Relocation assistance is available if currently located elsewhere in the US.\n\nCORE COMPETENCIES:\n\n Dealing with ambiguity\n Business acumen\n Customer focus\n Executive presence with professionalism as a company ambassador\n Developing direct reports and others\n Ethics and values\n Integrity and trust\n Motivating others\n Strategic agility\n Building effective teams\n Managing vision and purpose\n\nESSENTIAL DUTIES AND RESPONSIBILITIES (Note that other duties may be assigned): \n\n Responsible for the effective overall operations of all assigned properties and portfolios\n Review monthly financial reports, prepare owner reports and attend asset management meetings\n Responds to inquiries from clients/owner(s), government agencies, financial institutions, auditors, accounting, staff, residents, etc. Serves as a key clients' contact for the company regarding all matters at communities for those clients.\n Supervisory responsibility for all direct reports which will include Directors of Operations, Regional Property Managers, General Managers, and Community Managers within assigned property portfolio, with indirect oversight of on-site team members; includes, but is not limited to hiring, training, supervision, and corrective counseling and performance management. Determines productivity standards of each staff member and tracks individual performance by monitoring common standards.\n Maintains awareness of market/industry conditions and trends via trade publications, professional organizations, etc. Regularly evaluates market conditions and comparable properties.\n Prepares and implements annual budget in coordination with owners and asset managers. Monitors the property budget on a daily basis in accordance with established goals; keeps expenses in line with the budget.\n Physically walks and inspects the interior and exterior of every community within his/her portfolio on a quarterly basis. Makes recommendations for physical repairs and/or replacements.\n Maintains a positive, professional, and responsive, customer service approach. Attends to resident concerns on an as-needed basis.\n Reviews leases, rules and regulations, contracts, licenses\n Reviews rent schedules, personnel files and resident files\n Reviews Delinquency Report, bank deposits, equipment inventory, inspections, etc. \n Meets with staff individually and in group meetings to communicate information and company news, to ensure the directives and goals are mutually understood, and to receive feedback and discussion \n Assures that associates follow company policies and safety rules; complies with company policies for reporting incidents. \n Enforces safety standards and training for staff \n Follows up as need on all aspects of property management \n Negotiates contracts in conjunction with corporate legal and senior corporate leadership\n Ensures all assigned sites are prepared and ready for successful regulatory agency inspections (NSPIRE, MOR, etc.)\n Conducts all business in accordance with company policies and procedures, Fair Housing, Americans with Disabilities Act, Fair Credit Reporting Act, and all other federal, state, and municipal laws and regulations as applicable.\n Will be responsible for other tasks, duties, responsibilities, and projects as assigned. \n\nEXPERIENCE AND SKILL/KNOWLEDGE QUALIFICATIONS: To perform this job successfully, an individual must be able to perform each essential duty satisfactorily. Reasonable accommodations may be made to enable individuals with disabilities to perform the essential functions.\n\n Must have a minimum of 7-10+ years of prior property management experience with progressive increases in scope and responsibility, including successful service in a regional role with leadership oversight for a large portfolio of multi-family properties. This implies deep understanding of people and team management as well as third-party and multi-family residential property management with exposure to both conventional/market-rate residential and affordable housing (LIHTC, tax credit, tax subsidy, voucher, etc.). Specific experience with Project Based Section 8 and RAD (Rental Assistance Demonstration, a voluntary program of the Department of Housing and Urban Development). Must have proven and successful experience with MOR, REAC/NSPIRE inspections, certifications and recertifications, etc.\n Strategic thinker who can provide clear directions to a large team\n Ability to create, interpret, articulate and enforce policies and procedures and standardized approaches to property operations\n Ability to develop, cultivate and manage new business prospects, including portfolio growth\n Ability to make quick and accurate decisions\n Working knowledge of all aspects of property management, accounting (A/R, A/P, etc.), collections, marketing, HUD compliance regulations, evictions, etc.\n Advanced organizational skills with the ability to multi-task, effectively delegate, and handle a diverse workload\n Fair but firm approach to employee and resident relations.\n Works well with minimal supervision and direction\n Ability to adapt to different working environments and situations quickly\n Ability to coordinate and orchestrate the efforts of others to achieve company and property objectives\n Ability to sell products and services to potential customers\n Excellent English communication and interpersonal skills, both verbal and written; ability to successfully interact with a wide range of people\n Strong attention to detail – ability to read reports and analyze data. Strong organizational capabilities with the ability to keep track of a busy schedule, shifting priorities coming from multiple stakeholders, and multi-tasking on projects and transactions through the course of each day. Must be able to read contracts and understand legal terms.\n Ability to effectively lead, supervise, manage, train, coach, motivate, develop and evaluate others, including managers of subordinate work teams.\n Strong computer skills, including MS Office (Outlook, Word, Teams, SharePoint, Excel, PowerPoint, etc.) as well as familiarity with Site Accounting Programs. Requires deep and seasoned knowledge and familiarity with Yardi, etc.\n Financially savvy – able to understand complex financial situations and forecast performance. Ability to read and understand budgets, financial reports, Key Performance Indicator reports and take action to improve results.\n Understanding of local, state and regulations, statutes, LIHTC/HOME/HUD/HQAS requirements and other compliance requirements.\n Self-motivated - needs limited supervision and is accountable for actions and decisions; however, is able to communicate important details.\n Multi-tasker – able to attend to many matters throughout the day and meet deadlines. Able to delegate tasks to others to accomplish goals\n Computer literacy/word processing skills, property management, Email and software skills required.\n Valid driver's license and a good driving record also required.\n\nEDUCATION: College degree with job/industry or business-related coursework is highly preferred but not required. Education will be assessed in conjunction with equivalent job-related experience.\nCERTIFICATES, LICENSES, REGISTRATIONS: CPM/HCCP/COS/certification\nLANGUAGE SKILL: As it pertains to the following, the requirements are exceptionally strong English communication skills. Must have the ability to read, analyze and interpret the most complex documents. Ability to respond effectively to most sensitive inquires or complaints verbally in-person and by phone as well as written in e-mail and more formal communication methods. Ability to make effective and persuasive speeches and presentations on controversial or complex topics to top management, public groups, clients, prospective clients, residents and/or boards of directors.\nMATHEMATICAL SKILLS AND REASONING: Ability to work with mathematical concepts such as probability and statistical inference, and fundamentals of budgeting, mathematical risk analysis, and bidding and reviewing programs. Ability to apply concepts such as fractions, percentages, ratios, and proportions to practical situations. Must be able to apply mathematical skills to create, adjust, manage, and operate within budgetary guidelines. Ability to apply principles of logical or scientific thinking to a wide range of intellectual and practical problems. Ability to deal with nonverbal symbolism in its most difficult phases. Ability to deal with a variety of abstract and concrete variables. Ability to apply prior knowledge and capabilities to new or unfamiliar situations in order to drive appropriate business outcomes.\nWORK ENVIRONMENT AND PHYSICAL DEMANDS: The work environment characteristics described here are representative of those and employee encounters while performing the essential functions of this job. While the primary workplace is an office environment, this role requires travel to, and working from, apartment community properties within the VP’s portfolio, and site visits are a regular function of the VP’s responsibilities. While performing the duties of this job, the employee is occasionally exposed to wet and/or humid conditions; public spaces indoors and outdoors of apartment communities, including individual residences/homes; moving mechanical parts; high, precarious places; fumes or airborne particles; toxic or caustic chemicals; outside weather conditions; extreme cold; extreme heat; risk of electrical shock; and vibration. The noise level in the work environment is usually moderate. The physical demands described here are representative of those that must be met by an employee to successfully perform the essential functions of this job. Must have access to reliable transportation and the ability to travel to visit and inspect properties across a multi-site and multi-state portfolio.\n\n This role is exempt and has an anticipated annualized base salary range of $130k-$150k for a new employee depending on a number of relevant factors including individuals’ experience, qualifications, knowledge, skills, abilities, client/property or company budgetary limitations/guidelines, and other job-related company and market considerations. This position may be eligible to receive discretionary and/or performance-based bonuses on a spot or annual basis, which are variable depending on individual merit/performance, budgetary limitations, company performance, and other job-related factors. Full-time positions (30+ hours/week) are eligible for 2 weeks paid vacation, 1 week sick and related leave, 11 paid holidays, and health & welfare benefits as outlined on the Company’s website.
