Primary Role The Specialist, Contracts has primary responsibility for development of sub-contracts associated with Military Services Group (MSG) Prime Contracts, ensuring MSG Procurement Policy and related Contract Administration Process are followed efficiently and consistently throughout the MSG, and coordinating with all affected MSG departments. Key Accountabilities Develop and manage processes and practices that support the MSG Procurement Policy, including activities associated with developing subcontract agreements. Approve subcontract agreements and related Task Orders, Change Orders, Statements of Work or other documents, coordinating with appropriate AWE Legal Counsel, Capital Managers, Engineers, and Finance Departments. Ensure company properly enters into all subcontracts in accordance with the Delegation of Authority, Code of Ethics and other applicable policies. Assist business unit in managing Contract Administration Process. Monitor compliance with and consistent application of Contract Administration Practices. Manage MSG’s vendor database within ContraXX, issuing vendor data packet, uploading vendor data, and tracking key renewable items such as insurance, DFARS requirements, and other company requirements. Other duties as assigned. Knowledge & Skills Good understanding of the technical aspects of competitive bidding. Proven track record in a competitive environment. Excellent project management skills. Knowledge of tracking/project management software. Ability to interact with a diverse range of individuals and possess excellent functional/technical skills. Proficient in MS Office especially Excel, Word, Access. Good research, critical thinking, analytical, and interpretive skills. Ability to work on multiple projects simultaneously. Strong time management skills to meet deadlines without compromising quality. Self-starter, creative problem solver, persuasive and thorough, and strong team player. Well organized with strong attention to detail, effective written and verbal communication. Strong data analysis, problem identification, and resolution skills. Knowledge of general corporate governance. Experience & Education Bachelor’s degree from an accredited college or university in a business discipline or related field. Additional qualifying experience may be substituted for the degree on a year for year basis. Minimum of 5 years of contracts experience with emphasis on analytics and reporting. Experience with common industry business requirements tools; water and/or wastewater utility experience preferred. Travel Requirements 10% travel. Position operates on a 3/2 hybrid work model, requiring three days in the office and two days remote work weekly. Requires successful clearance through Department of Defense background check for access to military installation. Must possess valid, active state driver’s license and pass a motor vehicle background check.
