Summary

In this position, you will serve as a Financial Management Specialist in the Office of Planning, Budget, & Evaluation (OPBE) in the Finance & Accounting Branch. This office is responsible for ensuring the segregation of duties for strong internal controls; managing the requirements of both the internal and external financial audit requirements; overseeing of the Unified Financial Management System; overseeing of the reimbursable program; reviewing, processing, and certifying obligations, etc.

Help

The duties and responsibilities for a GS-0501-11/12/13 Financial Management Specialist generally include, but are not limited to, the following:

GS-11:

  • Performing a broad range of various financial management activities, such as reviewing & creating transactions and entries for appropriations, allotments, reimbursable accounts, travel, commercial payments, interagency agreements, working capital fund, and funds transfers.
  • Conducting research and analysis to resolve issues such as improper and incorrect payments.
  • Certifying compensation claims, travel authorizations, vouchers, and transactions.
  • Ensuring invoices for payment are in compliance with agency standards and other applicable laws, regulations, and procedures are met or upheld.
  • Collecting, analyzing, and validating cost data to manage resources for assigned program areas.
  • Drafting summaries, narrative statements, information, correspondence, factsheets, data, and preliminary financial reports based on reviews and analysis for use by officials to support decision-making.
  • Tracking and reviewing program funding and spending data.
GS-12:
  • Aids in planning and managing a variety of financial disbursement activities involving different and unrelated processes, such as appropriations, allotments, reimbursable accounts, and transfers of funds.
  • Conducting research and analysis utilizing historical documents, statistical sampling, financial reports, and established accounting and financial policies, procedures, and guidelines..
  • Providing input and recommendations to management for financial reports developed to deal with problems and discrepancies in disbursement activities.
  • Conducting research and analysis to resolve unusual and complex problems dealing with substantial agency issues such as any improper and incorrect payments.
  • Authorizing the disbursement of government funds in accordance with policy, precedent, and legal regulations.
  • Serving as a certifying officer for travel authorizations and travel vouchers transactions, ensuring that travel vouchers are disbursed when appropriate.
  • Conducting numerous and diverse cost studies for a variety of decision-making processes involving program planning, procurement, contracting, budgetary actions, and financial resources.
  • Reviewing program funding and spending data and develops cost information reflecting program trends for an assigned area of an organization's financial program.
  • Prepares financial reports, correspondence, and fact sheets for use by officials in support of their decision-making authorities.
GS-13:

  • Independently prepares financial reports, correspondence, and fact sheets for use by officials in support of their decision-making authorities.
  • Serving as certifying officer for the September 11th Victims Compensation Fund (VCF) and the Radiation Compensation Act (RECA), verifying the legality, propriety and correctness of payment.

Qualifications

If you are a current or former government employee on a permanent appointment in the competitive service, you will need to demonstrate 1-year (52-weeks) at the next lower grade level as listed in the qualifications below. Time-in-Grade applies if you are in a current GS position or held a GS position within the previous 52 weeks. Additionally, please ensure to submit an applicable SF-50 (please refer to the "required documents" section for additional information).

To qualify for the position of Financial Management Specialist, at GS-0501-11/12/13 you must meet the basic qualification requirements listed below.

To qualify for the GS-11 Financial Management Specialist position, you must demonstrate that you have one year full (52 weeks) of specialized experience equivalent to the GS-09 level in the federal service performing such duties as: assisting with financial disbursement activities such as processing and or reviewing expenditures of appropriations, allotments, reimbursable accounts; researching analyzing and interpreting financial policies, laws, rules, and regulations; and reviewing travel authorizations and vouchers for accuracy and validity.

OR

Education : a LL.M, a Ph.D., or equivalent doctoral degree in a related field OR 3 full years of progressively higher level graduate education leading to such a degree. Education at the graduate level must be in an accredited college or university and must demonstrate the knowledge, skills, and abilities necessary to perform the duties of the position;

OR

Combination of Education and Experience : combination of education and experience that may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. To compute the percentage of the requirements, divide your total months of experience by 12. Then divide the total number of completed graduate semester hours (or equivalent) by 54. Add the two percentages.

To qualify for the GS-12 Financial Management Specialist position, you must demonstrate that you have one year full (52 weeks) of specialized experience equivalent to the GS-11 level in the federal service performing such duties as: aiding in planning and managing a variety of financial disbursement activities involving different and unrelated processes, such as appropriations, allotments, reimbursable accounts, and transfers of funds; conducting research and analysis to resolve unusual and complex problems; collects, analyzes, and validates cost data to manage resources for assigned program areas; conducting cost studies for a variety of decision-making processes involving program planning, procurement, contracting, budgetary actions, and financial resources.

To qualify for the GS-13 Financial Management Specialist position, you must demonstrate that you have one year full (52 weeks) of specialized experience equivalent to the GS-12 level in the federal service performing such duties as: serving as certifying officer for the September 11th Victims Compensation Fund (VCF) and verifying the legality, propriety and correctness of payment; overseeing research and analysis to resolve unusual and complex problems dealing with substantial agency issues such as any improper and incorrect payments; advising management of reporting requirements, including all Treasury and OMB policies and practices; authorizing the disbursement of government funds in accordance with policy, precedent, and legal regulations; examining and reviewing all invoices and travel authorizations for compliance to ensure agency standards and other applicable laws, regulations, and procedures.
