Job Description and Duties

This job posting is for a Career Executive Assignment (CEA) examination. The CEA examination uses an alternative examination and selection process for filling specified positions.

This examination requires applicants to submit a Statement of Qualifications (SOQ) which must include responses and specific examples related to the Desirable Qualifications listed. This position is located in Sacramento with part-time telework available. Moving and relocation expenses will not be reimbursed for this position.

The CEA B, DL/ID Product Delivery Chief serves as the DMV’s DXP senior business leader responsible for guiding, governing, and validating all functional requirements for the Driver Licensing and Identification (DL/ID) modernization effort within the DXP project. The Chief leads and oversees the DL/ID Product Owner team, ensuring that all functional requirements for licensing program are captured, validated, and prioritized so they can be successfully delivered through an Agile, multi-vendor, multi-workstream modernization model.

1. Describe your in depth knowledge of California Driver’s License/Identification (DL/ID) workflows, identity verification standards, testing processes, issuance procedures, fraud prevention protocols, and operational practices.

2. Describe your experience in leading large scale modernization projects from beginning to end, including requirements development, backlog management, prioritization, readiness activities and operational impact identification, stakeholder readiness coordination, risk mitigation, and post-implementation analysis.

3. Describe your experience in leading and managing a multi-disciplinary staff including Product Owners, business Subject Matter Experts, and analysts to implement a modernization project.

4. Describe your demonstrated ability to develop and implement policies related to modernization efforts, including policies for functional requirement governance, business rule validation, workflow integration, user acceptance testing, and system behavior standardization and validation.

5. Describe your demonstrated ability to make timely, authoritative decisions affecting statewide operations, including resolving cross program conflicts, adjudicating functional discrepancies between business and technical teams, and guiding issue remediation during design, testing, and implementation phases.

6. Describe your demonstrated ability in communicating complex functional decisions, modernization impacts, and requirement changes to executives, policy partners, information technology teams, external agencies, and vendors, to ensure alignment, transparency, and clarity across all stakeholders.

Eligible List Information

The results of this examination will be used only to fill the position of CEA B, DL/ID Product Delivery Chief, Enterprise Modernization Project Branch, Information Systems Division with the Department of Motor Vehicles and may be used to fill subsequent vacancies for this position for a period of up to 12 months. Examination/Employment Applications (STD. 678) and Statement of Qualifications will be retained for 12 months. The Department of Motor Vehicles may elect to consider new applicants in addition to those previously screened.
