Job Description and Duties

Under the general direction of the Deputy Secretary of Technology, Agency and Chief Information Officer at the California State Transportation Department, the incumbent is responsible for developing and implementing policies for the Project and Business Management Division (PBMD). The Chief functions as the Enterprise Information Technology (IT) Portfolio Manager for the California State Transportation Agency (CalSTA) and Caltrans, responsible for the most mission critical and highly complex IT projects. The incumbent provides portfolio strategy, support and oversight services in the planning, development, and implementation efforts for CalSTA and Caltrans strategic enterprise IT portfolio. The incumbent is also responsible for driving IT Business Management, Performance Metrics and Analysis to drive better business decisions regarding IT resource investments and allocations.

This role is accountable for leading cross-department collaboration that results in actionable and integrated project management framework and implementation strategies of CalSTA and Caltrans initiatives. The incumbent leads, coordinates, and contributes to delivering portfolio management best practices, expertise, and actionable toolkits to departments and Agency. As a key leader in IT, the Chief ensures the leadership team and associated staff are highly qualified and inspired to perform their duties and exceed customer expectations. The offices include Enterprise Portfolio Services (Project Management and Portfolio Management, Information Systems Architecture, Enterprise Portfolio Management) and IT Business Management (Contract and Performance Management, Technology Business and Financial Management, IT Administrative Services).

Candidates must provide detailed and specific examples f rom their professional education, experience, and training that directly answer each of the Statement of Qualifications (SOQ) questions outlined below. In addition to the examples, candidates  must also include their overall length of time of their experience as it relates to each SOQ question in the space provided. Each question will be scored individually, therefore, candidates must provide length of time and specific examples to each question.

Responses to the SOQ must be submitted on the Department of Transportation's CEA Statement of Qualifications Form (PM-0503). Any SOQ responses that are not submitted on the PM-0503 will not be scored. Each box provided on the form for your response has been limited to 2000 characters . Additional documents to supplement the PM-0503 will not be reviewed during the examination scoring.

The Statement of Qualifications must address the applicant’s qualifications relative to the following:

1. Describe your demonstrated experience managing and supervising large, highly technical, and interdisciplinary teams, particularly in project management, IT procurement, and contract and vendor management.

2. Provide examples of your experience developing and implementing departmental policies, processes, and procedures, as well as organizational information technology strategies and business process improvement initiatives, particularly in IT project management, IT procurement, and IT contract management.

3. Describe your demonstrated experience overseeing the planning, implementation, and coordination of information technology projects in collaboration with oversight organizations, including reviewing state information technology purchasing requests and contracts.

4. Provide examples demonstrating your experience collaborating and communicating effectively with internal and external stakeholders, subject matter experts, and control agencies to secure stakeholder support, address resistance to change, build strong partnerships, and navigate organizational dynamics.

• Academic course work at the university level. Training and experience in the area of supervision and management principles.
