• Non-exempt, bargaining unit, hourly position.

Basic Function:  

• Responsible for processing employee timekeeping data, ensuring accuracy in hourly logs, maintaining strict compliance with labor laws, and facilitating timely payroll processing. Serves as the primary contact for employee time-tracking inquiries and administrative payroll support. 

Education:  

• High School Diploma or GED. 

• $26.25 per hour.

Experience:  

• Minimum 1 years experience in administrative work or 1 year of experience with payroll compliance. 

Schedule:  

• Part-Time: 30 hours per week.
• Monday-Friday: 9:00AM-3:30PM (6 work hours, and a 30 minute unpaid lunch)

Locations:

• On-Site at San Leandro Office.
• Possibility for hybrid if covered under the Telecommuting policy.

Duties & Responsibilities:

• Actively assist with real-time tracking, auditing, and monitoring of employee time logs during designated payroll processing days to ensure all hours are captured accurately before payroll processing deadlines.
• Assist staff and managers with post-payroll timecard corrections, historical adjustments, and the processing or issuing of manual/off-cycle checks for verified retroactive hours.
• Ability to train all newly hired and current staff on MITC software operations, including mobile/telephone clock-in procedures, viewing schedules, requesting time off, and timesheet submission rules during onboarding. 
• Review daily and weekly electronic time logs to flag missing clock-ins/outs, overlapping shifts, unapproved overtime, and mileage discrepancies. 
• Directly contact employees and department managers to resolve time-tracking errors and conflicting data prior to payroll deadlines. 
• Manually correct electronic timesheets within tracking software (MITC) using verified, documented proof and proper authorization. 
• Track and follow up on pending manager approvals to ensure 100% of timesheets are reviewed, verified, and signed off before payroll deadlines. 
• Serve as the primary point of contact for staff regarding time clock issues, login troubleshooting, and ongoing MITC technical assistance. 
• Other duties and administrative support as assigned.

Payroll Compliance & Regulatory Oversight:

• Ensure all recorded and corrected hours strictly comply with California state and federal labor laws, including overtime calculation, shift differentials, and minimum wage rules.
• Monitor timekeeping records to ensure general compliance with Electronic Visit Verification (EVV) requirements, state standards, and funding agency mandates, flagging unverified times or locations for supervisor review.
• Monitor time logs specifically for compliance with California meal and rest break rules. Flag missed, late, or short breaks for supervisor review.
• Maintain detailed, organized, and auditable records of all manual time adjustments, manager authorizations, and payroll corrections.
• Adhere to collective bargaining agreement rules regarding shift premiums, overtime allocation, and pay classifications
• Ability to stay adaptable and swiftly modify timekeeping workflows, auditing practices, and software settings in response to changing California labor laws, federal regulations, and internal EBI agency policies.
• Other duties and payroll support as assigned.

The Public Service Loan Forgiveness program is a federal program that forgives student loan debt for nonprofit employees after 120 qualifying payments. Employees who work at least 30 hours per week for a governmental, 501(c)(3) nonprofit, or other qualifying nonprofit organization may apply to have the balance of their student loans forgiven (tax free) after making 120 monthly payments.
