The Arizona Department of Homeland Security (AZDOHS) is seeking an energetic, analytical, and highly driven Senior Human Resources Analyst to join our dynamic Finance and Administration team! Reporting directly to the Assistant Director of Finance and Administration, you will play a central leadership role shaping strategic talent initiatives, optimizing agency compliance, designing competitive compensation models, and spearheading innovative recruitment strategies. Job Duties: Strategic HR Leadership & Policy Design: Draft, refine, and execute innovative HR policies and operational procedures that align with agency priorities and statewide standards. Full-Cycle Talent Acquisition: Lead recruitment initiatives in close partnership with agency leaders, overseeing candidate screening, selection strategies, and reference evaluations. Data Analytics & Strategic Reporting: Research, analyze, and present key metrics, custom dashboards, and performance trends to executive leadership to guide strategic decision-making. Compensation & Salary Planning: Prepare comprehensive analyses for base and performance pay proposals to ensure competitive, equitable organizational growth. Organizational Development & Training: Develop and deliver engaging learning sessions for employees and management teams to foster continuous professional growth. Cross-Functional Collaboration: Collaborate seamlessly with key state partners, including the Arizona Department of Administration Shared Services team. Special Projects: Tackle high-priority human resources initiatives and special assignments as needed. Knowledge, Skills & Abilities (KSAs): Deep Professional Knowledge: Thorough command of federal and state employment laws, statutes, rules, and regulations In-depth understanding of modern organizational development principles and state personnel policies Sharp Technical & Interpersonal Skills: Exceptional written and verbal communication skills across all organization levels Proven ability to lead continuous improvement initiatives and establish clear priorities among competing priorities Advanced data collection, research, and data analytics skills Proficiency in Google Suite and Microsoft Office applications Core Capabilities: High analytical capability to navigate complex situations and implement effective, policy-compliant solutions Dedicated customer service mindset with a passion for driving team collaboration and operational excellence Selective Preference(s): Education & Experience: Bachelor's Degree in Human Resources or a closely related field AND 4+ years of hands-on professional Human Resources experience (or an equivalent combination of education and experience).
