Interior Designer

Summary This position is located at the VA Northeast Ohio Healthcare System within the Engineering Service office of the Assistant Chief Planning and Construction, Architect Planning/Design Unit in Cleveland, OH. The role involves medical center interior design projects at Wade Park and community-based outpatient clinics. Qualifications To qualify for this position at the GS‑11 grade level, you must meet one of the following criteria: Specialized experience: one (1) year of specialized experience equivalent to the next lower grade (GS‑9) in the federal service. This experience must include the design and alteration of interior spaces to meet functional and aesthetic needs, such as programming, design analysis, space planning, aesthetics, use of interior construction knowledge, building codes, equipment, materials, and furnishings. It also requires preparing drawings and documents, coordinating and integrating mechanical, electrical, and structural engineering disciplines, managing projects, developing cost estimates, evaluating bid proposals, reviewing construction documents, conducting on‑site construction visits, and performing pre‑ and post‑occupancy evaluations. Substitution of education for experience: possess a Ph.D., LL.M., or an equivalent doctoral degree, or three full years of progressively higher‑level graduate education leading to such a degree, with major study in interior design or a related field that includes at least 30 semester hours in interior design, interior architecture, or interior environmental design; or possession of the National Council for Interior Design Qualification (NCIDQ) examination. Combination of experience and education: an equivalent combination of successfully completed graduate‑level education and specialized experience, as described above, which meets total requirements for this grade level. Education is not credited without documentation. Duties This is not a virtual position—must live within or be willing to relocate within a commutable distance of the duty location. Plans and implements interior design projects for healthcare facilities, including new construction, renovation, and space improvement initiatives. Develops interior design solutions, floor plans, finish schedules, and furniture layouts to support patient care and operational needs. Reviews construction drawings, including lighting plans and architectural and engineering design submittals for compliance with VA standards, codes, and facility design criteria. Prepares design specifications, cost estimates, and procurement documentation for furnishings, finishes, and interior construction elements. Manages furniture and furnishings programs, including planning, acquisition, installation, and replacement activities. Monitors project schedules, prepares and maintains budgets, and resource requirements to ensure timely completion of interior design projects. Evaluates and selects furniture, finishes, materials, and equipment to ensure compliance with healthcare safety, accessibility, and infection control requirements. Holds knowledge of AutoCAD architectural software. Develops block allocations of assigned space and prepares plans showing detailed layouts of furniture and partitions for entire project using Project Layout CAD software. Conducts site inspections and evaluates contractor performance to verify compliance with design specifications and project requirements. Utilizes computer‑aided design (CAD) and drafting software to maintain project records, drawings, specifications, and develops cost estimates for design budget and documentation to support program management and project execution.
