PAYROLL ADMINISTRATOR

Pickens County, South Carolina

Under general supervision, performs a variety of payroll accounting duties to analyze, and monitor, the recording of payroll transactions of Pickens County under the guidance and supervision of the Finance Director. Is responsible for the timely delivery of the bi-weekly payroll. Work involves ensuring compliance with all required payroll reporting at the State and Federal level. Must maintain an atmosphere of confidentiality. Reports to the Finance Director.

ESSENTIAL TASKS:

The tasks listed below are those that represent the majority of the time spent working in this class. Management may assign additional tasks related to the type of work of the class as necessary Maintains all County time and attendance systems. Checks bank account for positive pay exceptions; uploads positive pay bank file for accounts payable and for payroll. Prepares claims for all required payroll liabilities for pay period. Reconciles, calls in, and posts payroll taxes to ledger. Reconciles and posts employer fringe. Closes payroll period. Reconciles and completes claims for payment for all insurances. Uploads positive pay bank files for additional accounts. Reconciles and completes claim for payment for FBME Money Plus; uploads FBMC Money Plus File. Reconciles payroll deductions. Determines amounts to be billed for insurance, retirement, etc. Prepares and posts journal entries for insurance as required. Reconciles and completes claim for payment for SCRS and PORS due by the 30th; completes claim for payment for supplemental SCRS and FORS due by the 30th. Reconciles and deposits library insurance check. Reconciles and prepares Federal and state tax returns due one month after quarter end. Uploads retirement file, due one month after quarter end. Prepares W-2’s; uploads file by required date. Compiles and prepares information for auditors. Uploads employee salary information. Calculates and distributes new insurance rates. Ensures County follows Internal Revenue Service Fringe Benefit laws and regulations. Receives and/or reviews various forms, reports, correspondence, policies, directories, manuals, reference materials, or other documentation; completes, processes, forwards, or retains as appropriate. Prepares and/or processes a variety of documentation associated with department operations, per established procedures and within designated timeframes; reviews various documentation for accuracy and completeness; distributes/issues various documentation. Refers to policy and procedure manuals, computer manuals, codes/laws/regulations, publications and reference texts, etc. Operates a variety of equipment and machinery such as computer, printer, fax machine, copier, calculator, telephone, etc. Uses a variety of tool such as standard office tools, etc.; a variety of supplies such as general office supplies, etc.; and a variety of computer software such as word processing, spreadsheet, database, accounting, or other programs. Interacts and communicates with various groups and individuals such as the immediate supervisor, other departmental staff members, Treasurer’s department, other County employees, and the general public. Attends training, meetings, seminars, and/or workshops to enhance job knowledge and skills.

Performs other related duties as required.

ESSENTIAL SAFETY FUNCTIONS:

It is the responsibility of each employee to comply with established policies, procedures and safe work practices. Each employee must follow safety training and instructions provided by their supervisor. Each employee must also properly wear and maintain all personal protective equipment required for their job. Finally, each employee must immediately report any unsafe work practices or unsafe conditions as well as any on-the-job injury or illnesses.

DATA INVOLVEMENT: Requires the ability to compare and/or judge the readily observable functional, structural or compositional characteristics (whether similar to or divergent from obvious standards) of data, people or things. PEOPLE INVOLVEMENT: Requires the ability to record and deliver information, to explain procedures, to follow and give verbal and written instructions; to counsel and teach co-workers. Must be able to communicate effectively and efficiently in a variety of technical and/or professional languages including accounting, budgeting, personnel, legal, etc. INVOLVEMENT WITH THINGS: Requires handling or using machines, tools, or equipment requiring brief instruction or experience, such as computers for data entry, fax machines, copiers, telephones, or other similar equipment; may service office machines, including adding paper and changing toner.

COGNITIVE REQUIREMENTS:

REASONING REQUIREMENTS: Requires the ability to apply principles of logical thinking to define problems, collect data, establish facts and draw valid conclusions; to deal with several abstract and concrete variables. Requires the ability to apply influence systems in staff leadership and supervision; to learn and understand relatively complex principles and techniques; to make independent judgments in absence of supervision; to acquire knowledge of topics related to primary occupation. Must have the ability to comprehend and interpret received information. MATHEMATICAL REQUIREMENTS: Requires the ability to add and subtract totals, to multiply and divide, to use mathematical formulas, to determine percentages and decimals and to determine time. Must be able to use accounting mathematics and advanced applications of statistics. LANGUAGE REQUIREMENTS: Requires ability to read a variety of policies and procedures, financial documents, accounting manuals, tax manuals, etc. Requires the ability to prepare financial reports, records, correspondence, etc. with proper format, punctuation, spelling and grammar, using all parts of speech. Requires the ability to speak with and before others with poise, voice control and confidence. MENTAL REQUIREMENTS: Requires the ability to deal with people beyond giving and receiving instructions. Must be adaptable to performing under stress when confronted with emergency situations or tight deadlines. The worker may be subject to tension as a regular, consistent part of the job.

VOCATIONAL/EDUCATIONAL AND EXPERIENCE PREPARATION:

VOCATIONAL/EDUCATIONAL PREPARATION: Requires a Bachelor’s degree in accounting or a related field. EXPERIENCE REQUIREMENTS: A minimum of two (2) to four (4) years of related work experience. SPECIAL CERTIFICATIONS AND LICENSES: Must possess a valid state driver's license.

PHYSICAL AND DEXTERITY REQUIREMENTS: Requires the ability to handle a variety of items, keyboards, office equipment, requires the ability to coordinate hands and eyes using office machinery; to operate motor vehicles, control knobs, buttons, switches, catches, etc. Must have minimal levels of eye/hand/foot coordination. Requires the ability to inspect items for proper length, width and shape, and visually read various information. ENVIRONMENTAL HAZARDS: The job risks exposure to no known environmental hazards. SENSORY REQUIREMENTS: The job requires normal hearing and speaking ability, the ability to differentiate colors and shades of color; requires the visual acuity to determine depth perception, peripheral vision, inspection for small parts; preparing and analyzing written or computer data, etc.

Responsible for guiding others, requiring frequent decisions affecting co-workers and others who depend on the service or product; works in a somewhat fluid environment with rules and procedures but with many variations from the routine.
