Management and Program Analyst

Architect of the Capitol

Summary

The position is located in the Architect of the Capitol (AOC), Capitol Grounds and Arboretum (CGA). The Analyst performs tasks in support of program and administrative functions including budgeting and financial management, procurement and inventory controls, advising management on effective strategic program operations, program analysis and special projects.

Help

The position involves providing analyses and advice to managers on the evaluation of the effectiveness of programs and operations or the productivity and efficiency of service or both.

Financial Management

  • Utilizes knowledge of the substantive nature of agency programs and activities; agency missions, policies and objectives; management principles and processes; and the analytical and evaluative methods and techniques for assessing program development or execution and improving organizational effectiveness and efficiency.
  • Manages and updates the CGA budget execution. Reviews and formulates guidance for developing an integrated budget for the CGA. Receives and interprets budget data calls in light of organizational program priorities and in keeping with CGA, AOC and Congressional regulations, directives, policies and guidelines. Develops responses to AOC budget data requests. Provides analytical data and materials to support annual and multi-year budget inputs and narrative justifications for the CGA.
  • Reviews the CGA budget to recommend adjustments such as the reprogramming of allotments, reallocation of budget numbers, addition or deletion of temporary positions and authorization to purchase equipment.
  • Analyzes financial and budget control statements to ensure proper execution of funds and makes recommendations to improve execution.
Communication and Liaison Activities
  • Develops and writes communications to promulgate the urgency, goals and objectives of CGA project and maintenance work to congressional appropriations, oversight and leadership.
  • Communicates status and potentially controversial matters of assignments, milestones and deadlines based on supervisor's instructions.
  • Creates administrative processes and reports to ensure leadership is informed regarding the status of required deliverables.
Administrative and Program Management
  • Analyzes current management programs and evaluates their effectiveness and efficiency in achieving intended mission objectives. Recommends changes to workflow and processes as need to improve the effectiveness and efficiency of resource management and program operations.
  • Writes and tracks Minor Construction funding notifications, AOC memorandums of record and Congressional communications through Legislative and Public Affairs.
  • Leads and tracks CGA business and operational plan.
  • Analyzes management information requirements to develop program or administrative reporting systems including the systems specifications, data gathering and analytical techniques.
Reporting, Evaluation and Analysis
  • Develops, reviews and interprets new and established policies, directives, instructions, regulations and standard operating procedures to determine their impact on the CGA and its programs and activities such as payroll, work order data, ULO reports, data analysis for zero based budgeting and records management, etc.
  • Analyzes policies concerning operating programs and recommend management proposals to enhance the quality and productivity of the work environment.
  • Identifies and develops data required in the management and direction of programs, including monitoring and reviewing different dashboard metrics. Works with the leadership team to set strategic goals and metrics for the coming fiscal year and to evaluate progress against established plans.
The employee must utilize knowledge of and comply with applicable Occupational Safety and Health Administration ("OSHA"), Office of Congressional Workplace Rights, and AOC rules and regulations to ensure that work progresses in a safe manner. Provides or receives training, either on-the-job or through classroom training, to ensure that all safety practices and equipment are fully utilized. Uses required Personal Protective Equipment (PPE) as appropriate.

This is a career ladder position description; the assignments are progressively more difficult and with less supervision until the full-performance level is reached.

Qualifications

You must meet the United States Office of Personnel Management's (OPM) qualification requirements (including specialized experience and/or educational requirements) for the advertised position. You must meet all eligibility and qualifications requirements by the closing date of the job announcement. Specialized experience is experience that has equipped you with the particular knowledge, skills and abilities to perform successfully the duties of the position, and that is typically in or related to the position to be filled. To be creditable, an applicant's one full year (52 weeks) of specialized experience must demonstrate the knowledge, skills, and abilities necessary for successful job performance.

To qualify at the GS-12 level, your resume must clearly demonstrate that you have one full year (52 weeks) of specialized experience comparable in difficulty and responsibility to at least the GS-11 level in the federal service. Examples of qualifying experience include the following types of tasks performed on a regular and recurring basis:
  • Providing recommendations of methods and procedures for the conduct of administrative support functions or program operations.
  • Assisting with budgetary functions of large scale organization projects.
  • Presenting briefings on issues and corrective actions both orally and in writing to leadership on recommendations to resolve problems of ineffectiveness and inefficiency of program operations.
To qualify at the GS-13 level, your resume must clearly demonstrate that you have one full year (52 weeks) of specialized experience comparable in difficulty and responsibility to at least the GS-11 level in the federal service.
