Retention

REPORTS TO: Director – Staffing & Performance Designations

WAGE/HOUR STATUS: Exempt

PAY GRADE: AM 4

PRIMARY PURPOSE:

The Assistant Director – Performance Designations and Teacher Retention supports the implementation, coordination, compliance, and continuous improvement of the district’s Teacher Incentive Allotment (TIA) program and teacher retention initiatives. This role assists in the management of systems designed to attract, recognize, support, and retain highly effective educators, particularly in hard-to-staff schools and critical shortage areas.

The Assistant Director serves as a key operational and strategic support partner to the Director – Performance Designations and Teacher Retention and is responsible for assisting with TEA data submissions, roster verification processes, designation payment calculations, program compliance monitoring, and retention-related initiatives. This position collaborates extensively with district leadership, campus administrators, Payroll, Finance, Research & Accountability, Human Resource Services, and external partners to support educator effectiveness and workforce stability initiatives aligned to district strategic priorities and state accountability requirements.

MAJOR RESPONSIBILITIES AND DUTIES:

Program Management and Implementation:

Assist with the implementation, coordination, and continuous improvement of all aspects of the Teacher Incentive Allotment (TIA) program and local designation system.
Organize and facilitate meetings with district staff, campus administrators, and external partners to support implementation and refinement of the local designation system.
Monitor, analyze, and report TIA program data to identify trends, implementation challenges, and opportunities for continuous improvement.
Collaborate with district departments including Academics & School Leadership, Research & Accountability, Communications, Technology, Payroll, Finance, and Human Resource Services to support districtwide program implementation.
Support the development, maintenance, validation, and refinement of teacher performance designation systems aligned to state standards and district priorities.
Assist with the development and management of implementation timelines, operational procedures, and program resources to ensure compliance and successful execution of program goals.
Coordinate and support required TEA submissions related to the Teacher Incentive Allotment (TIA) program, ensuring accuracy, completeness, and compliance with state deadlines and reporting requirements.
Assist with the preparation, validation, reconciliation, and submission of teacher designation data and related program documentation to the Texas Education Agency.
Oversee operational coordination of the district’s TIA roster verification process, including communication timelines, campus support, data review, discrepancy resolution, and submission tracking.
Coordinate data reconciliation efforts between district systems and TEA reporting platforms to ensure accuracy and integrity of submitted information.
Collaborate with Payroll, Finance, Research & Accountability, and Human Resource Services to support accurate calculation and processing of TIA designation payments and allotments.
Assist in validating teacher eligibility, designation status, performance data, and compensation calculations associated with TIA payouts.
Monitor and maintain records related to designation funding, teacher payment calculations, allotment distributions, and compliance documentation.
Support the preparation and submission of required grant applications, compliance reports, assurances, and other state or programmatic deliverables associated with educator effectiveness and retention initiatives.
Coordinate documentation, reporting, and audit preparation related to TIA accountability requirements.
Support communication efforts to ensure employees and campus leaders are informed regarding TIA updates, timelines, processes, and designation requirements.
Attend and represent the district at TIA-related trainings, conferences, and professional learning opportunities.
Teacher Retention and Engagement:

Support the implementation of districtwide teacher retention strategies focused on reducing attrition and increasing employee engagement, particularly in high-need schools and critical shortage areas.
Assist in coordinating stay interview processes, employee feedback systems, and retention-related data collection efforts.
Analyze retention, engagement, and attrition data to identify trends and support development of targeted retention strategies and interventions.
Collaborate with campus and district leaders to support retention action planning and workforce stability initiatives.
Assist with the development and implementation of teacher recognition and employee engagement initiatives designed to improve morale, job satisfaction, and retention.
Support onboarding, mentorship, career pathway, and leadership development initiatives aligned to district retention priorities.
Assist with exit interview systems and reporting processes to support continuous improvement of the employee experience.
Collaborate with Communications and district leadership to promote retention initiatives and educator recognition efforts.

Performance Management:

Support compliance with TIA program standards and assist with calibration and implementation of educator evaluation processes.
Support management and oversight of annual TIA roster verification processes and educator eligibility reviews.
Collaborate with campus leaders and district departments to provide targeted support for teachers pursuing TIA designation eligibility.
Assist campuses and district departments with resolving discrepancies related to teacher assignment, student growth data, performance measures, and designation eligibility.
Assist with monitoring teacher performance metrics and reporting outcomes to district leadership.
Provide guidance and support to campus administrators regarding TIA implementation, educator support systems, and retention initiatives.

Continuous Improvement and Strategic Planning:

Conduct data analysis to identify trends, gaps, and opportunities for program enhancement.
Support the work of district committees and stakeholder groups related to performance designations and teacher retention.
Assist with development and implementation of short- and long-term strategic plans related to educator effectiveness, recognition, and retention.
Prepare reports, presentations, and recommendations for district leadership and the Board of Trustees.
Monitor state and national trends related to educator effectiveness, strategic compensation, and teacher retention to support continuous program improvement.

Professional Growth and Capacity Building:

Assist in the design and delivery of professional development related to TIA implementation, educator effectiveness, roster verification, and retention initiatives.
Support coaching and capacity-building efforts for campus administrators and instructional leaders.
Stay current on state and national trends, research, and best practices related to educator incentives, effectiveness, compensation, and retention.
Assist with the development of training materials, guidance documents, and implementation resources for district and campus stakeholders.

Organization Morale and Stakeholder Engagement:

Foster collaborative relationships across district departments and campuses to support effective program implementation and service delivery.
Promote a culture of continuous improvement, innovation, accountability, and employee recognition.
Support communication and collaboration efforts that strengthen employee engagement and trust in district performance and retention systems.
Assist with stakeholder communication efforts related to TIA, teacher recognition, strategic compensation, and retention initiatives.

Other Responsibilities:

Maintain confidentiality and exercise sound judgment in handling sensitive information and situations.
Ensure compliance with all applicable federal, state, and local policies, regulations, grant requirements, and data privacy standards.
Support data security and privacy standards related to personnel, payroll, performance, and retention information.
Compile and maintain required reports, records, and supporting documentation in accordance with district, state, and federal requirements.
Perform additional duties as assigned by the Director – Performance Designations and Teacher Retention or other district leadership.

WORKING CONDITIONS:

Physical Demands:

The usual and customary methods of performing the job’s functions require physical mobility, prolonged sitting, standing, some lifting, carrying, pushing, and pulling. This position requires travel within the district and occasional statewide travel.

Mental Demands:

SPECIAL FUNDING

This position is funded by Federal, State, and/or local grants, and you understand that your employment is expressly conditioned on the availability of full funding for the position. Qualifications:

QUALIFICATIONS:

Required:

Master’s degree from an accredited college or university
Preferred:

Valid Texas Mid-Management or Standard Principal Certification
Advanced Education Leadership (AEL) certification, Instructional Leadership Training (ILT), or Instructional Leadership Development (ILD)
Minimum of three (3) years of successful experience as a campus administrator or content specialist
Minimum of five (5) years of successful teaching experience
Experience leading large-scale projects with multiple stakeholder groups
Experience working with diverse teams navigating ambiguity and complexity
Experience with technical grant writing and data analysis
SPECIAL KNOWLEDGE/SKILLS:

Strong knowledge of research-based instructional practices and educator effectiveness systems
Deep understanding of the Texas Teacher Incentive Allotment (TIA) program, designation system requirements, educator evaluation models, and state accountability standards
Knowledge of teacher retention strategies, employee engagement practices, and workforce stability initiatives
Understanding of stay interview processes, employee feedback systems, and retention analytics
Knowledge of TEA data submission processes and TIA reporting requirements
Understanding of TIA allotment calculations, designation funding methodologies, and payroll coordination processes
Experience coordinating roster verification systems and teacher eligibility validation processes
Ability to analyze, reconcile, and interpret large and complex datasets to support accurate reporting and strategic decision-making
Proficiency in spreadsheet software, presentation software, data management tools, and reporting systems
Ability to manage districtwide initiatives with multiple priorities, timelines, and stakeholder groups
Strong organizational, communication, and interpersonal skills
Ability to effectively present information to employees, administrators, district leadership, the Board of Trustees, and community stakeholders
Ability to build collaborative relationships across departments and campuses
Strong problem-solving, project management, and decision-making skills
Ability to maintain confidentiality and professionalism when handling sensitive personnel, performance, and compensation information
Ability to support change management and continuous improvement initiatives
Ability to travel throughout the district and occasionally statewide
