Program Specialist 4 - Substance Use Disorder Professional
The Department of Corrections (DOC) is seeking a highly motivated and qualified individual for a Program Specialist 4 - Substance Use Disorder Professional (SUDP or SUDPT).
The Health Services Substance Recovery Unit (HS-SRU) is responsible for the implementation of evidence-based practices and the operational support to facilitate individual participation in promising practices/programs designed to decrease recidivism, which increases staff, incarcerated individual and public safety.
The Department of Corrections, in collaboration with its criminal justice partners, will contribute to staff and community safety and hold incarcerated individuals accountable by conducting appropriate substance use disorder assessments and treatment to assess the risk and needs of the population and by providing services to address the risks and needs across the continuum in the least restrictive setting needed to ensure protection of staff, incarcerated individuals and public.
This position will work in the capacity as a licensed Substance Use Disorder Professional or Substance Use Disorder Professional Trainee, providing all clinical elements in DOC Substance Use Disorder Treatment services in accordance with the ASAM Criteria Manual and the Diagnostic and Statistical Manual of Mental Disorders, 5th Edition (DSM-5). Substance Use Disorder assessments and treatment are based on nationally recognized assessment and treatment criteria. This position requires, by state law (WAC 246-341-0515), specialized training, DOH certification, and client case management to include maintaining treatment records and Federal Confidentiality laws 42 CFR Part 2. Assessment and treatment outcomes may be utilized by executive level representatives from all divisions within the Department of Corrections.

Duties
On behalf of the statewide Health Service Substance Recovery Unit (HS-SRU), independently conduct Substance Use Disorder Assessments utilizing form DOC 14-040 and based on evidence-based practices and DSM-5 and ASAM. Completion of assessment in a timely manner as not to disrupt availability for recommended treatment of supportive factors for incarcerated individuals. May be assigned to complete substance use screening and appropriate follow-up to include individual sessions. Understand and practice positive role modeling behavior and demonstrate effective communication.
- Review incarcerated individuals scheduled for assessments completion history of current Substance Use Disorder Pre-Screen (DOC 14-045) and Opioid Use Questionnaire (DOC 13-582) and if needed or directed by manager, submit these completed forms to Central Records.
- Examine the assessment/multi-dimensional/complex scoring instrument which requires expert level interpretation to assess diagnosis of substance use disorder, risk for relapses and behaviors associated with relapse and criminal offense behavior. Utilize collateral information as found in DOC database. The Substance Use Disorder Professional must utilize critical thinking to apply DSM and ASAM Criteria that will support continued stay reviews, Individual Service Plan Reviews, discharge planning, and all other aspects of clinical and notation duties. Substance use disorder assessment may be assigned for completion by HS-SRU clinical leadership to meet the needs of the site and or determining factors. Reporting of outcomes may be required.
- Submit callouts when needed. Research, analysis, and reference collateral sources of information to capture a holistic picture of an individual's substance use disorder and potential and relapse risks. Identify and brainstorm solutions to problems that may arise in getting an assessment completed. Reference and apply DSM and the ASAM criteria when diagnosing and recommending a level of care. Save, scan, and email complete documents to Central Records and enter Chronos when appropriate for file tracking. Maintain compliance with 42 Code of Federal Regulations (CFR) Part 2 to protect federally regulated substance use disorder treatment information. Complete assigned assessment by HS-SRU Managers in a timely manner to support treatment or other factors that will benefit outcomes for the incarcerated individual.
- Staff cases with HS-SRU Managers as needed or directed.
- Communicate and collaborate with DOC stakeholders (Mental Health, Classification, SOTAP, Re-entry, Education and others) as needed for the benefit of the individual/patient. Serve as a subject matter expert for substance use disorders (SUDs) and treatment for SUDs.
In cases of identified need for emergency clinical coverage provide evidence-based substance use disorder treatment services to incarcerated individuals participating in a variety of SUD treatment modalities according to, DOC policy, DSM 5 and ASAM Criteria. Duty percentage may increase/change with emergency critical clinical needs.
- Provide SUD treatment service delivery on or off-site as assigned for the SARU. The variety of SUD treatment modalities include Level 3.5 Therapeutic Community (TC), Level 2.5 High Intensive Outpatient (HIOP), and Level 2.1 Intensive Outpatient (IOP) and other modalities as needed.
- Utilize the treatment triage and SharePoint, according to SARU and DOC policy, to admit incarcerated individuals into treatment.
- Facilitate education and process groups, maintain a caseload, provide individual counseling sessions, create individual services plans, document individual service plan reviews, conduct clinical staffing, perform case management tasks, complete discharge summaries, complete progress notes, and participate in multi-disciplinary team meetings. Learn and role model the tenets of a residential treatment program and Therapeutic Community. Accurately, reliably, and consistently complete SUD assessments and provide evidence-based treatment services. Report and document outcomes in the secured access Offender Management Network Information (OMNI) Program Screen.
- Communicate and collaborate with DOC stakeholders (Mental Health, Classification, SOTAP, Re-entry, Education and others) as needed for the benefit of the individual/patient.
- Ensure chronological notes are entered and all work is conducted according to established CFR 42 Part 2 and Policy 580.000 criteria.
Complete other duties as assigned.
- Follow through with directives from the Supervisor and SARU.
- Ensure compliance with applicable WACs, DOC policy, ASAM, and 42 CFR Part 2.
Qualifications
Required qualifications:
- Ability to work independently and within a team while exercising good judgment, prosocial role modeling and promoting positive working relationships with offenders, staff, and stakeholders.
- Certification as Substance Use Disorder Professional and/or a Substance Use Disorder Professional Trainee Certification (initial and continuous unencumbered licensure in Washington State).
Preferred/Desired Qualifications:
- A Bachelor's degree or higher from an accredited institution whose accreditation is recognized by the U.S. Department of Education or the Council for Higher Education Accreditation or a foreign Equivalent.
- Professional experience using OMNI/SharePoint or other offender tracking systems.
- Experience within DOC environment.
