Summary Description: The Health, Safety, and Environment (HSE) Manager is responsible for overseeing and enhancing all aspects of safety and environmental management systems within the company. This role requires a proactive approach to ensuring compliance with local, state, and federal regulations, as well as the implementation of policies and programs designed to promote a safe and healthy work environment. The HSE Manager will coordinate training programs, conduct inspections, manage incident investigations, oversee contractor management, and lead safety communication initiatives. The HSE Manager works closely with executive and senior management to support all company initiatives and impress the safety culture throughout the organization.
Safety Management Tasks and Responsibilities:
- Strategic Safety Planning
- Participate in strategic planning meetings to ensure that safety is considered in all aspects of business operations.
- Provide strategic input to executive management on safety investments and priorities.
- Explore and implement new technologies and tools for enhancing safety.
- Stay informed about innovations in safety equipment and personal protective equipment (PPE) to ensure the workforce is well-equipped.
Reviewing, auditing and improving REEDERs HSE Program including:
- Safety Orientation and onboarding of new employees.
- Continually review and update REEDER written safety policy/ handbook.
- Communicate updates to all employees effectively and frequently.
- Business Development and Continuing Education:Attend construction safety related event in the metroplex and cultivate relationships within the safety & construction community.
Project Planning for Safety:
- Project Meetings:Participates in all project based meetings or ensures that a safety consultant (LINK) is in attendance to represent the HSE Dept. These meetings include, kick off meetings, preconstruction meetings, OAC Meetings, Subcontractor meetings, & Internal meetings.
- Gain knowledge of all REEDER projects scope of work
- Be involved in all preconstruction efforts, as needed, to support the safety planning prior to the start of the construction phase.
- Preview projects before work begins to determine safety related risk and ensure a detailed project specific safety plan is created and communicate the plan to the entire team.
- Oversee the PTS requirements for all projects. Ensure the project team has identified all PTSs, scheduled them out and executed them through the project. Project team shall keep logs on site for review by safety inspectors (LINK).
- Owner Specific Requirements: Understand and adhere to specific owner required safety policies on a job to job basis. Insure the team is aware of and trained on any changes required by the owners policy.
- Project Safety Startup Plan:Develop and maintain a standard project start up safety plan.
- Help create and police site emergency evacuation plans & crisis management plans.
Training:
- Employee Onboarding:Work closely with HR to develop and conduct a standardized safety on boarding and training program for all new REEDER employees.
- Click Safety:The HSE Manger shall manage, administrate and enforce REEDERs Click Safety training program for the entire organization.
- Safety Committee:Chairs a monthly safety committee meeting. Develops the agenda, schedule, selection criteria for members. Follow ups with meeting minutes and communicate new safety initiatives or policies to the entire organization. The focus of the committee is to review and improve current practices.
- Employee Safety Records:Provided detailed record keeping of all safety trainings completed by each REEDER employee including but not limited to OSHA 30, CPR, fall protection safety program, JHA procedure, weekly toolbox talks, accident investigation procedures, physical barricade policy (active campus safety policy), PPE, etc. Maintain an up-to-date training database to ensure all employees have the necessary qualifications and certifications.
In person Training for Employees:
- Develop and conduct training and presentations (or outsource to consultant/ LINK) to ensure accident prevention & education for all team members.
- OHSA 30 and CPR training should be done with all Operations Team members.
- Evaluate the effectiveness of training programs and update them based on feedback and the latest industry standards.
Safety Committee:Create and maintain an internal safety committee that meets once per month to discuss the development and enforcement of the safety program and culture.
Accountability of Employees & Subcontractors: Discipline employees with formal write-ups and subcontractors who fail to comply with the minimum safety standards.
Inspections & Reports:
- Raken:Participates in RAKEN log input while on site.
- Activity audit and screen RAKEN for safety violations. Help enforce the participation of RAKEN for all team members.
- Manges Notifications for Site Safety Notes in the Raken applications settings.
- Create safety reports in Raken and fully utilize software.
- Daily Logs - review project site daily logs on RAKEN to audit safety infractions, JHA form adherence.
Site Inspections: Conduct inspections while onsite and ensure consultant/LINK is doing regular inspections and conducted thoroughly and honestly for all project sites to ensure safety policies and procedures are being enforced and maintained by the project Superintendent in charge. Provided detailed inspection reports with a focus on corrective actions and no repeat offences.
Procore: Develop, maintain and enforce usage of Procore safety and quality forms and templates.
Equipment: Inspect equipment and machinery or observe possible unsafe conditions while onsite.
OSHA Logs: Maintain and post OSHA 300 logs for all projects as required by OSHA.
Accident Reporting:
- Immediately contact CEO, Sr. Leadership Staff & PM at the time of a safety incident. Immediately report and investigate the incident with a focus on root cause analysis
- If a safety incident occurs on a project, immediate follow up with a mandatory site wide stand down meeting to review the infraction and train the team on best practices moving forward.
- Assist in incident investigations to determine root causes and develop preventive strategies.
- Manage cases involving employee injuries and ensure proper record keeping of incidents.
- Lead root cause analysis (RCA) and cause mapping exercises for safety and operational incidents.
- Implement solutions-driven action items and monitor their effectiveness.
- Communicate key safety lessons and incident insights to field teams.
Subcontractor/ Trade/ Vendor Management:
- Ensure consulate/LINK is scheduling and conducting stand downs for struggling contractors.
- Evaluate and categorize subcontractors based on risk assessments.
- Update and improve the pre-bid questionnaire to better assess subcontractor suitability.
- Provide input during pre-construction and contract review phases to guide decisions on subcontractor selection.
- Set safety expectations with new and existing vendors at the start of each project.
- Revise safety clauses in Master Service Agreements (MSAs) to ensure robust safety requirements.
- Conduct quarterly reviews to assess subcontractor safety performance and develop improvement plans as necessary.
Risk, Loss Prevention & Insurance Management:
- Obtain minimum certification for insurance education.
- Oversee and help manage REEDER insurance programs including GL, Builders Risk, Auto, Bonds, and other insurance policies.
- Renewals: Participate and help negotiate terms at yearly annual meeting with insurance agents.
- Claims:Spearhead the negotiations and filing of any insurance claims.
Fleet Safety:
- Provide onboarding and safety training for all employees who are issued fleet vehicles.
- Review and update our fleet safety policies annually or as necessary.
- Track monthly vehicle health reports from all fleet drivers.
- Supply Equipment as needed.
Knowledge, Skills, Abilities Requirements:
- Proficiency with Adobe Creative Suite (InDesign, Illustrator, Photoshop, Premiere Pro, Lightroom), Word, PowerPoint and Excel
- Photography/Drone Certified - not required
- Understanding of fundamental graphic design principles
