Supervisory Contract Specialist

Position Overview A successful candidate will serve as Contracting Officer, overseeing Management & Operating (M&O) contract, construction and service contracts for complex, large-scale, long‑term, multi‑million dollar procurement acquisitions for nuclear weapons facilities. Key Responsibilities Oversee M&O contracts and related construction and service contracts for nuclear weapons facilities. Plan, strategically forecast, and execute acquisition initiatives. Solicit, source, negotiate, and administer contracts. Qualifications Meet Individual Occupational Requirements and Specialized Experience outlined below. At least one year of specialized experience equivalent to the next lower pay band (EN‑03 or GS‑13). Specialized experience in acquisition, planning/strategizing, and contract forecasting. Experience in contract solicitation, source selection, negotiation, and administration. Experience in Contract Administration: oversight of policy, procedures, and contractor performance on complex contracts covering major systems or extensive programs. Experience in business and industry practices: evaluate, monitor, and maintain uniform management controls over a prime M&O contractor’s performance; provide direction and leadership to the Government’s pre‑award and post‑award representatives. Experience in costing and pricing techniques: negotiate and act on pricing and special agreements, including final overhead rate agreements with significant financial impact on contractual actions; ensure implementation and administration of cost accounting standards. Knowledge and broad experience in Nuclear Security Enterprise interrelationships between program goals, objectives, and funding to accomplish NNSA mission objectives. Skill in negotiation and persuasion to obtain cooperation and understanding from DOE/NNSA.
