Motor Vehicle Operator

Summary The purpose of this position is to operate patient transport vehicles—including emergency vehicles, patient transport vans/buses, and other transport vehicles capable of carrying up to eight or more passengers—to and from VA Medical Center facilities, private healthcare facilities, and other private sector areas such as patient homes, railways, bus stations, and airports. Incumbent drives predetermined and/or scheduled routes or special runs. Qualifications Driver's License Requirement: Must possess a valid Commercial Driver's License (CDL) with passenger endorsement. A copy of the license is not required with the application; it must be presented at the interview. Experience: A specific length of training and experience is not required. Applicants must demonstrate training or experience sufficient to perform the duties. Evidence should be included in the resume, supported by detailed descriptions. Applicants will be evaluated against the OPM Federal Wage System Qualification Standards. The screening process includes a screen‑out element (often question 1). Eligible candidates will then be rated on job elements such as motor vehicle operation, work practices, instruction interpretation, safe driving, reliability, and dependability. Experience may include paid, unpaid, or volunteer work. Volunteer experience will be credited if it demonstrates relevant knowledge, skills, and abilities. Physical Requirements: Work requires reaching, turning, moving hands, arms, feet, and legs to operate controls. Assist patients with a variety of medical conditions and/or disabilities. Duties include stooping, bending, lifting, climbing, and securing patients, oxygen, and wheelchairs with appropriate devices. Lifts and carries objects up to 50 pounds and heavier. Must follow prescribed safety procedures. Must be able to drive for a minimum of a four‑hour period and remain mentally alert, pulling over if not alert. Must pass a VA physical exam and adhere to VA and DOT drug and alcohol testing and guidelines. Work Conditions: Drivers work primarily outdoors in all weather conditions. Exposure to dirt, fumes, cuts, bruises, and possible injuries from loading/unloading. Must drive in rural areas, congested metropolitan traffic, and construction zones. May work evenings, weekends, holidays, or overtime when needed. Duties Receive work assignments and guidance from the Transportation Coordinator or Mobility Manager. Arrive at and depart from pickup and discharge points at scheduled times. Read installation maps and judge road/traffic conditions to determine the shortest and safest route. Enforce passenger safety and seatbelt use. Use the Mobile Data Computer (MDC) for assigned trips and daily duties. Load and unload patients and medical supplies. Perform operator maintenance (check fluid levels, tire pressure, clean and wash the vehicle) and complete inspection checklists to ensure safe operation. Maintain records, such as inspection checklists/forms and accident/incident reports. Use two‑way radios (or other devices) to communicate with dispatcher/supervisor about assignments and locations. Possess a commercial driver’s license (CDL) with passenger endorsement. Perform other related duties as assigned. Subject to drug testing; refusal or a positive test results in denial of employment.
