The Office of Policy and Planning (OPP) promotes public health policy priorities and supports CDPH capabilities for community health improvement, informed policy development, research and analysis, integrated planning, decision intelligence, lean transformation, and grants management. The OPP leads comprehensive assessment, long term strategic and health improvement planning to address current and emerging cross-cutting public health and equity priorities, conducts policy analysis, monitoring and impact evaluation, cultivates partnerships with health systems, academic partners and other sectors; facilitates accountability for effective and efficient public health infrastructure funding, supports organizational capacity building to foster a culture that encourages learning continuous improvement, and empowerment of CDPH staff. Department Website: Job Description And Duties The Analyst II will serve as the OPP Digital Data Design Lead (Design Lead) and provides design skills for the development of Data Briefs and other published reports, documents, white papers, articles and web pages in multiple mediums. The Design Lead serves as the lead of OPP’s Digital Environments Committee (DEC), collaborate with OPP staff and leadership to independently create diverse, visually effective, documents and materials in alignment with OPP and CDPH practices and guidelines, including ensuring that published materials are structured and formatted in compliance with the Americans with Disabilities Act (ADA) guidelines. The Design Lead provides design support for the development of communications materials such as articles, reports, web pages, social media content and serves as liaison with the Office of Communications (COMMS). Develop and maintain guidelines for submitting OPP communications and materials for internal and external distribution and publication and provide recommendations to leadership based on these guidelines. The Design Lead supports the CDPH Strategic Plan by supporting the timely creation and distribution of effective, professional communications that support internal and external partners in providing data-informed public health programs to improve the health of those in California. The mission of the Office of Policy and Planning (OPP) is to advance transformative policy and systems change that promotes state and community health improvement through prevention, equity, and collective action. The OPP promotes public health policy priorities and supports CDPH capabilities for community health improvement, policy development, research and analysis, integrated planning, decision intelligence, lean transformation, and grants management. Under the direction of the Supervisor II, Operations and Contracts Management Section Supervisor, the Design Lead assigned to work independently on broad range of varied and complex assignments and coordinate projects, ensures that OPP is disseminating materials that are professional, timely, effective and supportive of our partners and all Californians. In July 2025, the State of California implemented the Personal Leave Program (PLP) 2025. This program temporarily reduces employees’ monthly base pay in exchange for paid leave credits. This position is subject to PLP 2025 and will have a monthly base pay reduction of 3% in exchange for 5 hours of leave credits through June 2027.
