Senior Manager, Digital Products

Role Description

ICF is seeking a Senior Manager to own and grow the digital products we build for the U.S. Department of Housing and Urban Development (HUD). This is a builder’s role in a fast-paced, rapidly changing environment.

• Owning digital product delivery.
• Drive day-to-day execution across multiple concurrent projects including:
  • Scoping and prioritizing work
  • Coordinating SME and client contributors
  • Removing team blockers
  • Owning timelines and deliverables
  • Communicating progress with clients and leadership
• Building and leading the team.
  • Define roles for the Digital Products portfolio
  • Recruit, onboard, and mentor team members
  • Onboard staff into AI-assisted workflows
• Turning ideas into shipped tools.
  • Understand complex problem spaces and develop solutions
  • Translate product concepts into clear, buildable plans
  • Own quality control, including testing and compliance
• Shepherding products into the federal environment.
  • Guide tools through reviews and approvals for federal use
  • Coordinate with platform, infrastructure, and government partners
• Managing budgets, resourcing, and deliverables.
  • Own project budgets and financial management

Qualifications

• Bachelor’s degree or equivalent work experience.
• Minimum 10 years of experience in project or product delivery, program management, or client management.
• Minimum 5 years supporting HUD, including knowledge of HUD programs.
• Minimum 5 years experience managing the delivery of digital products or tools from concept through launch.
• Willingness to travel on occasion.

Requirements

• Experience standing up or scaling a delivery team.
• Familiarity with modern development workflows.
• Demonstrated willingness to work in an AI-assisted delivery model.
• Experience with federal contract financial management.
