Oracle APEX Business Analyst

Title: Business Analyst – Oracle APEX Duration: Initially stated 12+ months long‑term contract (potential to extend for multiple). Responsibilities Collaborate with stakeholders from public safety agencies to gather, analyze, and document business requirements. Translate business needs into functional specifications for Oracle APEX developers. Facilitate workshops, interviews, and working sessions with end users and technical teams. Develop process models, use cases, and workflow diagrams to support application design. Assist in the design and testing of Oracle APEX applications, ensuring alignment with agency requirements. Support data migration, integration, and reporting efforts across public safety systems. Provide training and support to end users during deployment and post‑implementation. Ensure compliance with data security, privacy, and regulatory standards relevant to public safety. Qualifications 5+ years of experience as a Business Analyst, preferably in a public sector or public safety environment. Experience with SQL, PL/SQL, and Oracle database concepts. Knowledge of Agile or hybrid project management methodologies. Experience with GIS, CAD, RMS, or other public safety technologies. Understanding data governance and compliance in public sector environments. Strong understanding of Oracle APEX platform and its capabilities. Proven experience working with public safety agencies (e.g., police, fire, EMS). Excellent communication and stakeholder management skills. Ability to work independently and manage multiple priorities in a fast‑paced environment. Familiarity with HIPAA, NFIRS, or other public safety data standards is a plus. Education Bachelor’s degree in Business Administration, Information Systems, Public Administration, or related field.
