ASSOCIATE TELECOMMUNICATIONS ENGINEER

Associate Telecommunications Engineer Position within the Public Safety Communications (PSC), Radio Communications Branch, Client Engineering Divisions of the California Governor's Office of Emergency Services (Cal OES). Under direction of a Senior Telecommunications Engineer, the incumbent ensures engineering services for PSC meet the critical operational requirements of the state. The position may be rotated within the Client Engineering Division or Microwave Engineering Division. Responsibilities Perform engineering functions related to PSC systems engineering and design for public safety agencies of the State of California. Provide direction to maintenance technical staff for installation and maintenance of new systems, and solutions to problems with existing systems. Assist engineering lead persons in large system implementations, develop technical reports and equipment selection criteria, and provide project cost estimates for parts and labor. Notify supervisors of risks to project budget, schedule, and scope. Ensure engineering services for public safety communications meet the critical operational requirements of the state. Minimum Requirements (Classification) Associate Telecommunications Engineer Assistant Telecommunications Engineer Electrical Engineer Minimum Qualifications Any qualifications listed in the Class Specification for the respective classification. Ability to meet the minimum salary range for the classification. Desirable Qualifications Three or more years’ experience designing or developing Land Mobile Radio (LMR) systems, including RF subsystems such as antennas, filters, combiners, and site configuration. Three or more years’ experience performing RF system design, propagation modeling, FCC licensing, field survey reporting, and system performance testing. Hands‑on operation of advanced RF test equipment (communications service monitor, spectrum analyzer, vector network analyzer, digital storage oscilloscope, in‑line watt meter). Experience with IP networking and architecture, preferably in a Motorola ASTRO‑25 environment or similar P25 core network. Excellent written and verbal communication skills, including production of design plans, engineering reports, test documentation, training material, and PowerPoint briefings. Ability to work independently, lead small technical efforts, and provide guidance to junior engineering staff. Strong analytical and problem‑solving skills with the ability to diagnose complex RF, networking, and system integration issues. Preferred Certifications CCNA, Network+, advanced networking certifications. P25 Radio System Fundamentals, P25 Trunking, or Motorola ASTRO‑25 system architecture training. Additional RF engineering or microwave communications certifications. Education Bachelor’s degree in Electrical Engineering, Computer Engineering, Telecommunications, or a related technical field.
