MANAGEMENT ANALYST

Summary You will serve as OPNAV N99 manpower subject matter expert and as a resource sponsor representative for Civilian, Military Personnel Navy, and Reserves Personnel Navy funded authorizations in a policy-level Information Warfare organization. Responsibilities You will interpret, evaluate, and analyze activity manpower program appropriations, programming, budgeting, and allocation of resources consistent with the priorities and mission objectives of the Department of the Navy and the Department of War. You will monitor and coordinate with N99 resource sponsor (RS) program managers and N1 requirements officers on issues relating to Navy active and reserve Information Warfare Enterprise billets. You will prepare plans, recommendations, and activity positions regarding vital manpower information for use in senior N99 leadership decision-making. You will gather and analyze manpower information to support data calls, reports, and leadership decision-making, frequently under compressed timelines. You will locate discrepancies or inconsistencies, resolve and reconcile detected problems, and elevate unresolvable issues to Branch Heads or higher as needed. You will review, coordinate, and staff submitted Manpower Change Requests (MCRs) as a resource sponsor or stakeholder. Requirements Conditions of Employment Qualifications Your resume must demonstrate at least one year of specialized experience equivalent to the next lower grade level (GS/GG-13) or pay band in the federal service or equivalent experience in the private or public sector performing the following duties: Interpret, evaluate, and analyze complex activity manpower program appropriations, programming, and budgeting. Close collaboration with BSOs, N1 requirements officers, and N13 to successfully resolve structural imbalances between programmed resources and personnel authorizations. Formulate data-driven plans, activity positions, and strategic recommendations regarding critical manpower initiatives. Leveraged comprehensive expertise in the Total Force Manpower Management System (TFMMS) database, the Billet Change Request (BCR) process, and the PPB&E framework to execute high-level quantitative and qualitative data analyses defining complex program implications. Gather, analyze, and synthesize critical manpower information to deliver high-priority reports and support strategic data calls for leadership decision-making. Proactively audit records, resolve complex data discrepancies, and elevate unresolvable issues to Branch Heads to guarantee data accuracy. Maintain active liaison with professionals across multiple government agencies to resolve non-routine manpower issues and collaborate on the development of novel analytical tools, methodologies, and approaches for interagency resource conflicts.
