Summary ATF is a law enforcement agency of the U.S. Department of Justice that protects communities from violent criminals, illegal firearm trafficking, explosive use, arson, terrorism, and diversion of alcohol/tobacco products. ATF collaborates with communities, industries, law enforcement, and public safety agencies to safeguard the public through information sharing, training, research, and technology. Duties & Responsibilities This is an Open Continuous Announcement (OCA) to fill multiple Criminal Investigator (Special Agent) vacancies for the Homeland Security Task Force. Eligible candidates will be referred as long as there are vacancies. The position is located at the Office of Field Operations, location negotiable after selection, United States. Conduct full range of expert-level criminal investigations, including complex investigations involving illegal and/or organized crime. Recognize patterns of illegal operations and anticipate events, maintaining awareness of court decisions and jurisdictional scope. Establish and develop leads from known criminal activities and initiate broad, complex investigations that intersect legitimate business pursuits. Plan and coordinate to resolve and overcome complex jurisdictional problems involving federal, state, county, and local agencies. Serve as key person or coordinator for surveillance or undercover work involving extremely complex, delicate or dangerous elements. These duties reflect the promotion potential of the position; specific duties may evolve based on the grade at which the selected individual is placed. Relocation Incentive Total amount: $25,000 (may not exceed 25% of total salary, including locality pay). Annual amount: $12,500 over two years (subject to federal taxes and applicable state/local taxes). Requirements Must be a U.S. Citizen or National. Suitable for federal employment, determined by background investigation. Registered or exempt from the Selective Service. May be required to serve a one‑year probationary period. Pass drug screening and subject to random drug testing. Maintain required proficiency with firearms. Pass a medical examination and meet medical requirements. Pass a polygraph examination. Possess a current and valid automobile operator’s license. May be required to attend and successfully pass the following training: Occupational Questionnaire ATF Special Agent Applicant Assessment Physical Task Test ATF Special Agent Basic Training (SABT) Structured Interview Law Enforcement Training: successful completion of Federal Law Enforcement Training Center’s Criminal Investigator training program (CITP) or an equivalent program; certification upload required. Qualifications GS‑11 – Requires one year of specialized experience equivalent to GL‑9 or experience in the federal, state, or local government or equivalent public or private sector, performing the following duties: Conduct full range of criminal investigations using accepted methodologies. Obtain investigative leads, participate in operational planning, searches, seizures, arrests, review evidence, and prepare case reports. Alternatively, qualifications may include: A doctoral degree (Ph.D.) or equivalent in Criminal Justice, Law, Forensics, Public Safety, Homeland Security, etc.; Three full years of progressively higher-level graduate education toward such a degree; or LL.M. related to the field. Specialized experience less than one year may be compensated by appropriate graduate education; combined requirements must total at least 100%. GS‑12 – Requires one year of specialized experience equivalent to GS‑11, performing: Criminal investigations of greater complexity using accepted methodologies. Lead agent in planning and conducting investigations, operations, searches, seizures, or arrests. Review evidence and prepare case reports. GS‑13 – Requires one year of specialized experience equivalent to GS‑12, performing: Application of wide range of investigative laws, regulations, and precedent decisions. Identification of significant sources of information to detect illegal activity and conduct investigations. Oral and written communication to prepare and present reports, briefings, or exchange information. Additional Information The position is a non‑bargaining unit. New hires must sign a mobility agreement as part of ATF’s mobility policy. Candidates refusing to sign will be removed from the hiring process. CTAP and ICTAP programs provide selection priority for eligible displaced or surplus federal competitive service employees who meet the criteria and score 85 or better. Veterans may qualify under VEOA with the appropriate DD‑214 documentation. Veterans recruited under VRA may be placed only at GS‑11. Applicants must meet the standard qualification requirements and score 85 or better on the ranking criteria.
