The San Francisco Municipal Transportation Agency (SFMTA) Contract Compliance Office (CCO) is responsible for ensuring the SFMTA meets its obligation to provide opportunities to small, disadvantaged, and local businesses pursuant to the San Francisco Charter and Administrative Code, as well as state and federal regulations. The SFMTA CCO is responsible for implementing small business contracting and workforce policies for SFMTA contracts. The SFMTA has contracts that must meet local, state or federal program requirements for utilizing small, disadvantaged and local businesses that are monitored by the SFMTA CCO. Under general supervision, the Contract Compliance Officer I (CCOI) administers programs of compliance with equal opportunity in contracting, workforce policies, and performs related duties as assigned. Examples of compliance programs may include, but not be limited to, SBE/DBE Federal compliance programs, San Francisco’s LBE program (SF Administrative Code Chapter 14B), etc. This is the full journey level class in the Contract Compliance series. Examples of Important and Essential Duties: Investigates and resolves non-compliance by parties to city/state/federal requirements and recommends procedures to ensure compliance to all contract provisions which promote equal opportunity objectives and support workforce development goals in departmental programs and activities; and interprets relevant laws and legislation. Advises department managers and/or serves as subject matter experts at hearings involving implementation of laws, executive orders, regulations, and procedures pertaining to equal opportunity, workforce and LBE/SBE/DBE program enforcement. Partners with city agencies and other stakeholders to promote assigned programs;liaisons with minority groups, human relations organizations and related public and private organizations concerned with advancing equal opportunityin contracting objectives and workforce policies/requirements; interprets potentials and limitations of program and policies and keeps management advised regarding equal opportunities, workforce development policies/requirements and matters as related to contracts. Develops program techniques and criteria and provides the methods of achieving equal opportunityin contracting objectives in contracts and workforce development policies; disseminates and implements equal opportunity policy statements; directs preparation of related correspondence and reports. Requests and enters data as appropriate. Collects, maintains, analyzes and tracks small business participation, payment data, etc. for a variety of purposes including, but not limited to, quarterly, semi-annual and annual reports. The data will come from a variety of sources, such as forms, documents, systems, mechanisms, etc. Prepares various reporting. Reviews and monitors contract developments and selection processes to ensure achieving equal opportunityin contracting objectives, enforcement of workforce development policies; conducts physical on-site inspections. Attends meetings of human rights, community and equal opportunity groups, advisory councils, City, State and Federal agencies and commissions, and others involved in equal opportunity practices and workforce development; participates in meetings and conferences for pre-bid/proposal and pre-award consideration of contract provisions pertaining to equal opportunity. Prepares instructions for distribution to department managers on equal opportunityin contracting and/or workforce development activities as related to contract compliance. Directs preparation of, approves, and signs a variety of related correspondence, documents and reports. Performs other related duties and responsibilities as assigned. How to qualify Education : Possession of a Baccalaureate Degree from an accredited college or university with coursework in industrial relations, social sciences or related field. Experience : Two (2) years of experience reviewing, monitoring and developing contract or other compliance programs involving contracts, ordinances or vendors. Such experience must have included: a) Providing technical direction on procurement, negotiation, and contract bidding procedures to ensure compliance with all contract requirements; OR b) Promoting equal opportunity, affirmative action and non-discrimination objectives in contracting; OR c) Monitoring and enforcing prevailing wage, wage and hour laws, or labor standards; OR d) Construction contracts or construction management experience in monitoring and enforcing prevailing wage, wage and hour laws, or labor standards; OR e) Public policy or program development related to health care coverage/ access or family work-life balance; OR f) Reviewing, monitoring and enforcing workforce development policies. Education Substitution - Additional experience as described above may substitute for the required degree on a year-for-year basis. One (1) year of experience will be considered equivalent to thirty (30) semester or forty-five (45) quarter units. Education Substitution - Completion of a State of California approved building trades apprenticeship program may substitute for two (2) years of the required degree. Experience Substitution - Possession of a Master's Degree in industrial relations, social sciences or a related field or a Juris Doctorate Degree may substitute for one (1) year of the required experience. Desirable Qualifications : The stated desirable qualifications may be used to identify candidates advancing to the interview process and/or to identify job finalist(s) at the end of the selection process when referred for hiring. Experience in reviewing, monitoring and enforcing compliance program(s), legislation, rule(s) and/or regulation(s). Clear and concise written communication skills. Experience in conducting investigations. Knowledge of the theories, principles, and practices of applicable federal, state, local rules and regulations governing civil rights, such as Titles VI, FTA, DBE, LBE, SBE. Experience working with diverse groups, including multicultural sensitivity and awareness. Ability to cope with adversarial work situations. Ability to successfully handle a heavy workload in a fast-paced environment. Ability to prioritize competing work assignments and exercise good judgment in establishing priorities. Detailed oriented with strong analytical and problem-solving skills. Ability to work independently as well as be a team player. Strong work values/ethics, including taking initiative. Strong computer/technical skills including the ability to utilize technology such as Microsoft Office Applications, etc. to create reports and correspondence. Academic competence in reading and math.
