Department Information This posting is only open to residents of the State of Colorado. Job Overview The Health Facilities and Emergency Medical Services Division (HFEMSD) oversees and enforces a broad range of federal and state statutes and regulations applicable to healthcare facilities and services in Colorado, including hospitals, clinics, ambulatory surgical facilities, renal dialysis centers, EMS providers, trauma centers, long‑term care facilities, and other health services. The division licenses, certifies, surveys facilities, provides patient safety and quality programs, and recognizes EMS education programs. This position is staffed by professionals who work independently or as part of an interdisciplinary team to assess the care, treatment and quality of life provided by various health facilities through observations, interviews, and record reviews. Key Responsibilities On an unannounced basis, independently or as a member of an interdisciplinary team, determine whether the entity is operating in compliance with applicable statutes and regulations. Assess and evaluate health‑care facility quality of care, services, and treatment of residents/patients as well as facility practices through observations, record review, and interviews with residents/patients, family members, staff, and outside agencies. Write clear, concise, and legally defensible statements of deficiencies based on analysis of findings and extensive knowledge of federal, state, CMS, and program specific regulations. Conduct pre‑survey preparation activities for the survey team, including selection of residents for inclusion in the survey sample. Direct team members regarding the survey/investigation plan to ensure all tasks are completed in accordance with established guidelines and protocols. Attend meetings, serve on task forces or teams, complete projects, and perform other duties as assigned by the supervisor. Minimum Qualifications Residency Requirement: Current resident of the state of Colorado at the time of application. Experience: Six (6) years of applicable health‑care experience in a facility or program regulated by HFEMSD and a current, valid licensure as a Registered Nurse from the Colorado Board of Nursing or a state participating in the eNLC. OR Education & Experience: A combination of related education in Nursing, Public Health, Social Work, or a closely related field, and/or relevant experience in a regulated health‑care facility or program, plus current, valid RN licensure, equal to six (6) years of experience. Preferred Qualifications Relevant experience with the State of Colorado. Clinical experience in acute care, specialized units, home health, hospice, or home care, including PDN/vent‑trach, wound care, high‑risk meds, or transitions of care. Experience evaluating quality of care, adverse events, incident reviews, and corrective action/POC validation. Skilled in trauma‑informed and stakeholder‑appropriate interviewing. Track record of clear regulatory narratives, evidence grids, and decision memos that withstand appeal or legal scrutiny. Ability to interpret EMR reports, staffing/scheduling data, and quality indicators. Understanding of agency operations (governance, QAPI, supervision, delegation) and impact on patient outcomes. Must be willing to work occasionally evenings, nights, weekends, or holidays depending on survey or complaint circumstances. Must maintain RN licensure. Physical Demands Lift and carry up to 40 lbs. of equipment for extended periods. Walk or stand for extended periods, including multiple flights of stairs. Hold a tablet computer in a standing position. Proficient in word processing and current communication technology. Vaccinated against COVID‑19; must be fully vaccinated or have a valid exemption. Receive annual influenza shot or wear a mask on facilities/agency premises. Willing to work in environments where contagious diseases may be present. Undergo annual fit testing for N‑95 masks and complete training on donning and doffing PPE. Complete and apply all required surveyor training within the first six (6) months of service.
