Ensure proper implementation of education, disabilities, mental health, health, dental, nutrition, safety and transportation services. Oversee the technical assistance, staff development, and leadership provided to clients in all program areas. Supervise assigned staff. Position Requirements Knowledge Master’s degree required from an accredited university. Valid Texas teaching certificate with required endorsements in assigned area required. Five years of relevant experience required. Knowledge and experience in working with Early Childhood Education, required. Classroom Assessment Scoring System (CLASS) trained and certified; required after employment within first year (Performance Standard 1304.15 & 1304.16). Experience in supervision of staff, fiscal management, and administration required (Performance Standard 1302.91(b)). Skills and Abilities Competency in facilitation skills and coaching. Competency in management; formal training or demonstrated competency in supervision. Demonstrate effective job-related skills that model effective integration of technology. Competence with assisting others to appropriately integrate technology into the curriculum. Proficiency with standard functions within applications such as Microsoft 365/Google (word processing, spreadsheets, presentation software), e‑mail, web browsers, and databases. Proficiency with computers (PCs and/or MACs) to include file and desktop management and operations, and working in a cloud‑based and/or networked environment. Exceptions to these requirements will be considered based on exemplary skills, training, and record of success. Products & Outcomes Provide leadership and direction in the design, implementation and evaluation of the Head Start Program in participating districts. Provide leadership to the development of program design and program governance. Provide leadership for professional development experiences for program and district staff working in the program to ensure quality improvement based on data. Facilitate maximum service delivery by program staff, ensuring compliance with applicable program and financial Performance Standards and with Center policies and procedures. Serve as the primary contact person for districts in the development and implementation of the program. Maintain communication and relationships with campus leadership to ensure appropriate implementation of the Head Start program at the campus level. Prepare, review, and report campus staff annual program services surveys. Coordinate Head Start efforts with other Center programs and services to maximize benefit to students, families and staff. Develop renewal applications as required for continued funding. Prepare program reports to reflect quality service delivery. Provide leadership to coordinate services support for children and families through team case management procedures. Coordinate monthly program team meetings for the dissemination of information and resources. Assist in the development and implementation of program procedures. Direct and monitor Head Start in accordance with Program Performance Standards and applicable laws, regulations and policy requirements. Monitor the collection of program-wide data for annual Program Information Report (PIR). Prepare annual Program Information Report and program goals to include School Readiness Goals. Coordinate with key staff to ensure required program enrollment is met and Parent, Family & Community Engagement activities are provided. Oversee the ERSEA process by being a trained eligibility verifier. Conduct CLASS observations to determine if each classroom meets the minimum score for each domain as outlined in the Head Start Performance Standards. Provide direction and oversight for key service areas – education, disabilities, mental health, health, dental, nutrition, safety, transportation, eligibility, enrollment, family and community services. Use a Plan-Do-Study-Act approach to reflect on program practices and make adjustments as needed to ensure continuous improvement of the Head Start program model. Use program data to identify areas of strength and areas in need of improvement to ensure the effectiveness and efficiency of program service delivery. Connect relevant state and local initiatives to the Head Start program to enhance service delivery, align best practices, and support program effectiveness. Ensure program personnel are informed, prepared, and supported in implementing early childhood initiatives and best practices. Initiative Demonstrate initiative, persistence, and a proactive approach to assigned responsibilities. Demonstrate the use of sound judgement and ingenuity in problem solving to meet the needs of the Center and clients served. Seek, participate, and engage in job‑related learning and development experiences that provide professional growth. Remain current with industry standards, developments, and applicable laws/regulations; implement accordingly. Demonstrate flexibility and adaptability to new situations and assignments. Demonstrate self‑confidence, professionalism, and a high level of customer service skills (e.g., courtesy, patience, diplomacy, etc.) at all times and, in particular, when under stressful or unprecedented situations while working with colleagues and clients. Demonstrate professional‑level written and oral communication skills. Work collaboratively in a team setting. Keep supervisors informed. Supervision And Organization Of Staff Ensure that a comprehensive system of supervision, substantive performance evaluation, and staff development is provided to staff members. Recommend a staffing pattern for the department which ensures efficiency and effectiveness in all areas. Recruit individuals who best match the requirements for the position and the culture of the Center. Provide leadership, direction, and support to assigned staff to ensure timely achievement of department goals and outcomes. Budget Responsibility Develop, monitor, and manage assigned budgets in a timely, efficient, and fiscally responsible manner. Monitor program expenditures to ensure use of funds in accordance with program guidelines and Center policies and procedures. Be aware of and follow Center guidelines of allowable costs when recommending use of public funds for expenditures for supplies, equipment, and facilities in area of assignment. Physical/Mental Demands & Environmental Factors Tools/Equipment Used: Standard office equipment including personal computer, peripherals, copy machine, phone, etc. Posture: Prolonged sitting; occasional standing, bending/stooping, pushing/pulling, and twisting. Motion: Repetitive hand motions including frequent keyboarding and use of mouse; occasional reaching. Lifting: Light lifting and carrying (less than 15 pounds); occasional heavy lifting/carrying (15–50 pounds). Environment: This role primarily operates in an in‑person, dynamic office setting, characterized by frequent verbal communication, movement, and collaboration among team members (small to large in‑person gatherings/meetings); exposure to low or intense illumination; exposure to office equipment noise; may work prolonged or irregular hours; frequent travel; and, occasional remote work (after pre‑determined length of employment). Mental Demands: Work with frequent interruptions; maintain emotional control under stress. Additional Requirements Champion and model the Center’s Mission, Vision, Core Values, and Service Standards. Function within the policies and procedures of ESC‑20. Accept other responsibilities as assigned. Dress and groom appropriately for the ESC‑20 work setting. Travel independently to fulfill responsibilities of the position. Maintain regular and reliable attendance, majority in‑person/on‑site. Serve at the will of the Executive Director. Requirements for Head Start Services Annually complete online training modules to fulfill program requirements. Complete a minimum of 15 clock hours of professional development per year (Performance Standard 1302.92(b)(1)). Adhere to the Standards of Conduct as detailed in Performance Standard 1302.90(c)(1)(i‑v). Adhere to the Confidentiality Agreement regarding information about children and families enrolled in the Head Start program. Complete an initial health examination that includes screening for tuberculosis (Performance Standard 1302.93(a)). Complete a health re‑examination and tuberculosis screening every five years (Performance Standard 1302.93(a)). Follow program procedures that ensure compliance of the Head Start Performance Standards. Funding This position is funded in whole or in part by a federal grant administered under the Education Department General Administrative Regulations (EDGAR) and is subject to the cost principles outlined in 2 CFR Part 200 Subpart E (Uniform Guidance). All costs associated with this position must be allowable, allocable, and reasonable under federal guidelines.
