Contract Manager (Administrator III)

Overview The Maryland Transportation Authority (MDTA) owns and operates eight major toll facilities across the state. The Contract Manager position is responsible for developing, implementing, and administering maintenance and service contracts for these facilities and the Point Breeze Campus. The role supports the Support Services Supervisor and the Contracts and Projects Program Administrator in creating standard operating procedures. Responsibilities Prepare invitations for bids (IFB), requests for proposals (RFP), requests for information (RFIs), small procurement, and sole-source proposals. Manage contracts after award: monitor funding, vendor performance, compliance, review, and approve invoices. Assist the Department of Procurement (DOP) with the procurement process from solicitation to award of contract, including participating in the evaluation and award process. Coordinate and lead contract‑related meetings such as kick‑off, quarterly partnering, and performance and compliance meetings. Assist the department with daily facility issues, including research products, materials, or services contracts for the Operations Division. Manage special projects or other contract management activities as assigned, which may include attending on‑site meetings and performing site visits at facilities that have contractors. Qualifications Education: Graduation from an accredited high school or possession of a high school equivalency certificate. Experience: Six years of administrative or professional work, with at least two years including full‑cycle contract management or procurement. License: Class C Driver’s License valid in the State of Maryland, with license number and expiration date listed on the application.
