Assistant Vice President Associate General Counsel

Job Title Assistant Vice President, Associate General Counsel Agency Construction & Development Department/Division Contracts/Construction Contracts Reports To Vice President, Associate General Counsel Location 2 Broadway, New York, NY Hours 8:30 AM to 5:00 PM (7.5 hours/day). Telework eligible one day per week. Salary Range $143,713 to $179,641 Application Deadline Open Until Filled Summary This senior officer of MTA C&D reports to the VP, SVP, and EVP General Counsel & Contracts Department Head. Provides legal advice and leads rapid‑response contracting services to C&D departments, recommending contracting strategies for capital projects across multiple categories. Co‑leads business unit activities for contracts pertaining to specific capital project categories. Responsibilities Manage all contracts in the business unit from strategy to drafting, procuring, negotiating, awarding, claims, and change management. Develop strategic contracts and specifications to reduce risk to budget and schedule. Advise on contracting strategy ahead of the procurement process. Collaborate with Development to address market capacity, procurement timelines, and funding strategies. Work with engineers and PCEOs to draft enforceable contracts aligned with project vision. Promote use of MWBE vendors. Advises delivery leaders on contract enforcement, claims, management, and pursuit/defense strategy. Draft and manage innovative construction contracts (A+B, design–build, progressive‑design build, etc.) for large infrastructure projects. Ensure compliance with public works contracting laws, federal, state, and MTA partner requirements. Lead a team of 12‑23 staff, making decisions on complex construction issues, disputes, negotiations, and compliance matters. Qualifications Juris Doctor and admission to the New York State Bar. At least 8 years of independent legal experience in a law firm, government office, or in‑house department. Experience with complex public works, construction, or real estate matters and local, state, and federal laws. Knowledge of federal and state procurement laws, rules, and regulations. Strong analytical, negotiation, drafting, and communication skills. Ability to manage multiple projects and clients in a fast‑paced environment. Experience with engineering or construction management preferred. Demonstrated initiative, judgment, and ability to work independently on large, complex matters.
