Department Information This position is open to current Colorado residents only Please note: This recruitment may be used to fill multiple vacancies This position will remain open until filled Division of Facilities Management - Northern District The Division of Facilities Management (DFM) is a customer-driven support organization responsible for operating, maintaining and managing the Colorado Department of Human Services (CDHS) facilities and campuses according to all applicable standards. This is done in a manner that promotes the CDHS mission of providing a safe, sanitary and effective environment for clients, youth, residents, patients, consumers and staff and enhances the quality of life in CDHS facilities, campuses and in the surrounding neighborhoods. These services include the day-to-day facility maintenance and operational needs of buildings, grounds, custodial and fleet services. North District Services The Following Facilities Colorado Mental Health Hospital at Fort Logan (CMHHFL) Wheat Ridge Regional Center to include 20 Group Homes Gilliam Youth Services Center Lookout Mountain Youth Services Center (Aspire, Golden Peak, and Summit YSCs) Marvin W. Foote Youth Services Center Mount View Youth Services Center Platte Valley Youth Services Center Prairie Vista Youth Services Center Description Of Job You are required to work at your assigned work location during your scheduled work times. Please note: Work arrangements are subject to change at any time. This position is directly responsible to maintain, construct, install, troubleshoot, repair all air distribution systems services which provide services to the Colorado Mental Health Hospital at Fort Logan (CMHHFL), Department of Human Services (DHS) (1575 Sherman St.), Wheat Ridge Regional Center (WRRC) to include the group homes, Division of Youth Services (DYS) facilities (Prairie Vista, Gilliam, Lookout Mountain Campus, Marvin W. Foote, Mount View Campus and Platte Valley.) and the Veterans Community Living Center, as needed. HVAC-R services provided include maintaining, repairing, installing and coordinator of chill water and heating water hydronic systems, absorption and reciprocating chillers, conformance of CFC regulations and Title 15 regulations of EPA, all air distribution systems which include VAV systems, multi-zone systems, local fan-coil and cabinet unit heaters and all associated interface to the Siemens Building Automation system. Duties Maintain, troubleshoot, repair and install all HVAC equipment in compliance with manufacturer's recommendations, local codes, Health department, Joint Commission, and ACA standards in within a large multi building campus environment Performs preventative maintenance and repair tasks on large HVAC/R systems ranging from hospital environments to small residential applications including: filter changes, coil cleaning, and other related work. Monitor and test heating and cooling closed loops and cooling towers for water treatment levels and coordinate with vendors to correct out of tolerance conditions. Maintain, repair, troubleshoot, and install large scale refrigeration equipment in compliance to manufacturer's recommendations, local codes, Health department, The Joint Commission, ACA, and ASHRAE standards. Understands principles and experience with refrigeration recovery, evacuation and charging, understands the installation and sizing of refrigerant piping in accordance with State and Federal regulations. Monitor, Install, maintain, troubleshoot and repair building automation controls and systems to ensure the proper operation of air conditioning, and refrigeration equipment and ensure all environmental conditions meet customer requirements. These controls include, but not limited to, electric, pneumatic, and DDC. Ability to read wiring diagrams, use multimeters to read voltage, current and resistance values. Must be able to troubleshoot electrical and low voltage circuits. Knowledge of Ohm's Law. Analyzes logs, printouts, other materials, and information that apply to the operation of the mechanical systems. Utilizes all information to solve operational problems. Working knowledge of maintenance and repair of pumps and control valves (Electrical and pneumatic). Repair of cooling towers, absorption chillers, water cooled chillers and direct expansion unit over 150 tons to include replacement of piping, components and electronic systems. Maintain the fire and smoke control systems in the air handling, duct and exhaust systems to include communicating with customers on repairs that may affect their office or department including facilities management office. While conforming to all provisions of NFPA. Mechanical FABRICATION – Knowledge of HVAC fabrication processes and the use of HVAC machines and tools utilized for HVAC system fabrications Must comply with the safety program and tool and key control Snow removal Other duties as assigned Call Back Call Back applies when an eligible nonexempt employee is required to report to work before the start or after the end of a scheduled shift. An eligible nonexempt employee does not have to be on call eligible to receive call back pay. If there is no release from work between the call back hours and regular shift, it is considered a continuation of the shift and call back does not apply; instead, if applicable, the nonexempt employee may earn overtime or compensatory time. When a nonexempt employee is called back, they are entitled to a minimum of two (2) hours of their regular base pay (call back pay) or pay for the actual amount of time spent responding to the call, whichever is greater. Call back time is counted as work time. Essential Positions Positions that perform essential law enforcement, highway maintenance, and other support services directly necessary for the health, safety, and welfare of patients, residents, and inmates of state institutions or state facilities. Employees in essential positions can only be FLSA nonexempt and can be required to work unexpected or unusual work hours to perform the essential and/or emergency services of the department without delay and/or without interruption. On Call is additional pay beyond base pay for eligible, nonexempt employees who are specifically scheduled to be on call. Employees are entitled to on-call pay only when they are not working but are scheduled to be available to respond to communications or report to a worksite within a reasonable period of time. Employees who are on call are able to use their personal time effectively. Eligible classes and the hourly rate are published in the annual pay plan. A department head may designate eligibility for individual nonexempt positions in classes not published and maintain records of such on-call designations. Only time while actually on call shall be paid at the on call rate. In call back situations, employees eligible for both on call and call back pay shall receive call back pay only. Minimum Qualifications Minimum Qualifications, Substitutions, Conditions of Employment & Appeal Rights Experience Only Applicants must have three years of experience troubleshooting and repairing HVAC systems (boiler, chillers, air handlers, control systems, etc.) OR Education And Experience A combination of related education, formalized apprenticeship program, and/or relevant experience as it relates to this position equal to three (3) years. Special Qualification Applicants must possess a current and valid Universal CFC ( chlorofluorocarbon ) Certificate. You must attach a copy of your current and valid Universal CFC certification to this application . Conditions Of Employment This position requires State of Colorado residency at the time of application, and residency within the state throughout the duration of employment in this position. A full pre-employment criminal background check will be conducted as part of the selection process as this position is deemed to have direct contact with vulnerable persons. Felony convictions, conviction of crimes of moral turpitude, or convictions of misdemeanors related to job duties may disqualify you from being considered for this position. Should your background check reveal any charges or convictions, it is your responsibility to provide the CDHS Background Unit with an official disposition of any charges. Must be willing to submit and pass a full background check. Must currently possess and maintain throughout employment in this position, an active and valid Universal CFC Certification. Must successfully pass Motor Vehicle Check Must possess and maintain a valid non-restricted Colorado driver’s license throughout employment in this position. Out-of-State Driver’s License holders must obtain a valid, non-restricted Colorado Driver’s License within 30 days of employment start date. Travel – This position will be required to drive State Vehicles as part of daily work assignment from site to site equipped with tools to perform daily duties. Travel to training and meetings. On occasion, this position travels to other districts. Must be willing to receive an annual influenza vaccination or provide a document for a medical exemption or a letter for religious exemption. Must successfully pass a Tuberculosis (TB) test. This position will be required to rotate after hours on-call and be able to respond, in person, to after hours calls to perform essential and/or emergency services without delay and/or interruption. Will be required to work various hours for coverage, weather related issues and essential/emergency services outside of normal business hours. Use, Handling, or Exposure to hazardous materials – Proximity to moving, mechanical parts; Exposure to toxic or caustic chemicals; Exposure to electrical shock, and or working in high exposed places. Former State employees who were disciplinarily terminated or resigned in lieu of termination must: Disclose that information on the application. Provide an explanation why the prior termination or resignation should not disqualify the applicant from the current position. Provide the employee number from the applicant’s prior State employment. Absent extraordinary circumstances, prior disciplinary termination or resignation in lieu of termination and failure to provide this information will disqualify the applicant from future State employment with CDHS. CDHS Selection Process Employment history is calculated on a full-time basis (40/hours per week). Part-time employment is calculated on a prorated basis to determine qualifications.
