About the Public Innovation Challenge Through its Public Innovation Challenge, MDIA helps public partners identify, test, and validate emerging technologies that address clearly defined operational needs. MDIA provides pilot funding, challenge design, stakeholder coordination, and implementation support so companies can test solutions in real‑world public sector environments. The process helps de‑risk innovation by generating evidence on performance, integration requirements, and potential pathways to procurement or scale.
THE ROLE
The Technical Pilot Associate’s role is to support the Product Pilot Manager by identifying technical, operational, and regulatory/legal requirements to enable a pilot demonstration with a municipal department. This associate will work collaboratively with critical challenge stakeholders to prepare the infrastructure to enable pilot demonstration startup. You will be responsible for documenting and coordinating activities to configure the pilot demonstration infrastructure, aligning to the proposed scope of the pilot demonstration, which may vary for each public challenge. This role will work cross‑functionally with internal and external stakeholders to ensure that the right strategy, infrastructure, partners, and programmatic elements are in place to enable the pilot demonstration. An ideal candidate should have experience with leading product/solution test and validation efforts. They are highly relationship oriented, able to listen and understand each portfolio’s companies stated (and unstated) needs, translating your understanding into action by connecting startups to people and resources that can help them. This candidate should have experience either working in or supporting early or growth stage companies.RESPONSIBILITIES
Coordinate technical material submissions from participating companies to MDIA or the challenge host and maintain records of all documentation. Coordinate technical exchanges with participating companies, MDIA, the challenge host, and supporting elements (e.g., Information Technology Department) to review technical materials and infrastructure requirements. Collaborate with the challenge host and the Public Challenge Manager to ensure adherence to timelines and technical deliverables, tracking progress and providing updates on schedule changes to participating companies. Identify and documentall infrastructure product requirements set by challenge hosts to align with technical needs and stakeholder expectations. Oversee and manage the pilot demonstration infrastructureroadmap to support portfolio companies with testing and validating their technology with the challenge host. Maintain relationships with external implementation and subject matter advisors to successfully configure the infrastructure to enable the test and validation process (i.e., pilot demonstration). Develop and deepen relationships with portfolio companies, checking in on a regular, planned cadence to understand their immediate and long term needs. Work collaboratively with team members and external subject matter experts to develop general and technical selection criteria for public challenges vis‑a‑vis defined scope of test and validation process. Work collaboratively with team members to support final reportingof outcomes, outputs, and KPIs from the test and validation process. Maintain and refine SOPs and templates for communications for the pilot infrastructure preparation process ensuring clarity, consistency, and alignment with best practices.EXPECTATIONS

A bachelor’s degree in a technical field, business administration, or another related field. Advanced degrees add significant value. You are goal‑oriented, driven, determined, highly energetic, hard‑working, an out‑of‑the‑box thinker and unfailingly dependable. 3+ years of technology development, test, and evaluation experience; experience and familiarity with sandbox, DevOps, or other IT test environments is a plus. Preferred 3+ years of experience in product or program management (experience using data to improve programmatic impact is highly desirable). Passion for working with startups and patience for working with large enterprises. Hunger to learn about and understand complex technology and business problems, and experience developing and evaluating new business strategies. Excellent stakeholder, organizational, and project management skills. Willingness to learn new skills and adapt to the needs of the organization. Good listener.
