Code Enforcement Officer Planning and Inspections

JOB SUMMARY

This position performs inspections to ensure compliance with county codes and ordinances.

MAJOR DUTIES

Responds to citizen complaints concerning ordinance violations. Conducts field inspections of alleged county code and ordinance violations; prepares written inspection reports; issues warnings and citations. Collects photographic evidence of inspection results. Prepares cases for trial; testifies in court as required. Enters inspection request data and results into software system. Removes illegally placed signage. Erects zoning signs throughout the county. Answers inquiries and provides information to the general public regarding planning and zoning regulations and policies. Oversees the enforcement of other ordinances as outlined in inter‑jurisdictional agreements. Performs related duties.

KNOWLEDGE REQUIRED BY THE POSITION

Knowledge of code enforcement principles and practices. Knowledge of appeals policies and procedures. Knowledge of relevant county codes and ordinances. Knowledge of computers and job‑related software programs. Knowledge of GIS technology.

SUPERVISORY CONTROLS

The Senior Code Enforcement Officer assigns work in terms of general instructions. The supervisor spot‑checks completed work for compliance with procedures, accuracy, and the nature and propriety of the final results.

GUIDELINES

Guidelines include the Unified Development Ordinance, the solid waste ordinances, the junkyard ordinance, state and local laws, and department and county policies and procedures. These guidelines are generally clear and specific but may require some interpretation in application.

COMPLEXITY/SCOPE OF WORK

The work consists of related code enforcement duties. Strict regulations, combined with the unique nature of each case in question, contribute to the complexity of the work. The purpose of this position is to enforce county codes. Successful performance ensures compliance with all relevant codes and ordinances.

CONTACTS

Contacts are typically with co‑workers, other county employees, property owners, and members of the general public. Contacts are typically to give or exchange information, resolve problems, and defend or settle matters.

PHYSICAL DEMANDS/ WORK ENVIRONMENT

The work is typically performed while sitting at a desk or table or while standing, walking, bending, crouching, or stooping. The employee occasionally lifts light and heavy objects, climbs ladders, uses tools or equipment requiring a high degree of dexterity, distinguishes between shades of color, and utilizes the sense of smell. The work is typically performed in an office and outdoors, occasionally in cold or inclement weather. The employee may be exposed to noise, dust, dirt, grease, and machinery with moving parts. Work requires the use of protective devices such as masks, goggles, gloves, etc.

MINIMUM QUALIFICATIONS

Knowledge and level of competency commonly associated with completion of specialized training in the field of work, in addition to basic skills typically associated with a high school education. Sufficient experience to understand the basic principles relevant to the major duties of the position, usually associated with the completion of an apprenticeship/internship or having had a similar position for one to two years.
