Senior Property Manager – Affordable Housing Portfolio
Jamaica Plain, MA
Salary: $90,000 - $95,000 DOE + Benefits Package
Requirements: 5+ yrs LIHTC, Section 8 experience. Ability to speak Spanish and English.
A well-established owner/operator of affordable and mixed-income housing communities is seeking an experienced Senior Property Manager to oversee a portfolio of properties in the Greater Boston area.
This leadership role is responsible for the overall operational, financial, regulatory, and physical performance of a portfolio of affordable housing communities while directly managing a primary site location. The ideal candidate will bring strong affordable housing compliance expertise, proven team leadership experience, and the ability to drive property performance while maintaining exceptional resident satisfaction.
Key Responsibilities:
Portfolio & Property Operations
- Oversee the day-to-day operations of multiple affordable housing communities within a geographically concentrated portfolio.
- Ensure properties are maintained to company standards, regulatory requirements, and resident expectations.
- Conduct regular site inspections to evaluate physical conditions, operational efficiency, and compliance.
- Develop recommendations to improve operational performance, resident satisfaction, and cost effectiveness.
Financial Management
- Prepare annual operating budgets and monitor financial performance against budget goals.
- Drive revenue collection efforts while maintaining expense controls.
- Review and approve invoices, subsidy reimbursement requests, and other financial documentation.
- Assist with rent increase submissions in accordance with applicable federal and state regulations.
Affordable Housing Compliance
- Ensure compliance with LIHTC, Project-Based Section 8, and other affordable housing program requirements.
- Oversee resident certifications and recertifications.
- Maintain accurate resident files and documentation.
- Prepare for and support agency audits, management reviews, and compliance inspections.
- Implement corrective action plans when required.
Team Leadership
- Supervise property management, maintenance, and administrative staff.
- Provide coaching, training, performance management, and professional development support.
- Assist with recruiting, onboarding, employee relations, and staff retention initiatives.
- Establish priorities, resolve conflicts, and foster a collaborative team environment.
Resident Relations
- Address resident concerns and resolve escalated issues professionally and effectively.
- Conduct resident meetings and promote positive resident engagement.
- Support fair housing practices and community outreach initiatives.
Administrative Responsibilities
- Review and execute leases, renewals, and lease amendments.
- Coordinate legal matters and court appearances when necessary.
- Prepare reports for ownership and senior leadership regarding property performance.
- Ensure payroll approvals and personnel documentation are completed accurately and on time.
Qualifications
- Minimum 7+ years of property management experience, including affordable housing.
- Demonstrated experience managing LIHTC and Project-Based Section 8 communities.
- Strong understanding of affordable housing compliance, recertifications, and regulatory requirements.
- Experience leading site teams and managing multiple properties.
- Proficiency with OneSite and Microsoft Office Suite (Excel, Word, PowerPoint).
- Strong organizational, communication, and problem-solving skills.
- Bilingual English/Spanish strongly preferred.
Compensation & Benefits
- Base salary: $90,000 – $95,000, depending on experience.
