RURAL HEALTH PROVIDER LIAISON Job Location: Address: 150 N 18th Ave, Phoenix, AZ 85007 Posting Details Salary: $86,000 Grade: 25 Job Summary The Rural Health Provider Liaison will represent the Arizona Department of Health Services (ADHS) to rural healthcare providers, including rural tribal health providers, Indian Health Services and tribally operated facilities, and their stakeholders across Arizona. This position serves as a coordinated point of contact housed at and accountable to ADHS, in conjunction with counterparts liaisons at AHCCCS, and DIFI, working to reduce administrative burden, and support regulatory compliance for rural providers. The Liaison will report to ADHS leadership and collaborate closely with the AHCCCS Rural Health Transformation Program (RHTP) Director. The Liaison will identify and address systemic barriers that create unnecessary administrative work for providers, support efforts to expedite licensing, and serve as a point of escalation for provider concerns. The role will also provide consultation during public health emergencies, cultivate collaborative relationships with providers and agency staff, and maintain a resource webpage to ensure the rural health community has access to timely information and support. Job Duties Identifies and addresses systemic barriers that create unnecessary administrative work for providers by evaluating workflows, policies, and supporting systems. Partners with operational and clinical teams to streamline processes and reduce documentation burden. Serves as an escalation point for provider concerns, ensuring complex issues are appropriately assessed, escalated, and resolved through coordination with internal teams, while identifying patterns that may inform process improvements. Escalates provider complaints utilizing the Department’s existing complaint process. Cultivates strong working relationships with providers and internal agency staff to support collaboration, improve coordination of services, and ensure providers receive timely information and support. Participation in a standing workgroup with the AHCCCS and DIFI and liaisons, tracking and reporting of recurring issues, and contribution to the administration's broader work on reducing administrative burdens on providers. Sharing information consistent with applicable confidentiality restrictions, as it pertains to licensing investigation records, insurance complaint files, and Medicaid member information. Manages and maintains a resource webpage for the rural health community, curating and updating content to ensure providers have access to timely information, guidance, and resources that support rural healthcare delivery. Serves as a resource during public health emergencies by providing consultation to providers and internal stakeholders, supporting the interpretation and implementation of public health guidance, and assisting with coordination of response activities. Knowledge, Skills & Abilities (KSAs): Knowledge Of: Considerable knowledge of health care institution licensing requirements Knowledge of AHCCCS program structure, managed care and insurance regulation as it affects providers Rural health programs at the state and local level Handling of confidential information Considerable knowledge of the principles and practices of administration relating to planning, organizing, coordinating, and overseeing comprehensive administrative programs Computer programs and various software applications Performance Management (PM), and Continuous Quality Improvement (CQI) and Lean methodologies. Skill In Problem identification and analysis, and problem-solving techniques. Technical report writing, verbal communication, and public relations. Policy analysis and development, and legislative development. Public speaking. Management and organization. Ability To Analyze operational workflows and policies to identify systemic barriers and reduce administrative burden. Foster inter-agency collaboration and maintain effective working relationships with diverse stakeholders, including state agencies like AHCCCS and DIFI. Interpret and communicate complex regulatory information to rural healthcare providers and stakeholders. Provide professional consultation and coordination during time-sensitive public health emergencies. Manage, curate, and maintain digital resources for the rural health community. Exercise discretion when handling sensitive or confidential information, including licensing and insurance records. Selective Preference(s) Bachelor's degree in a related field with 3+ years of experience in healthcare and/or operations management. Master's degree in a related field will substitute for 2 years of experience. Preference will be given to candidates with experience in CQI (Lean) methodologies and Public Health.
