About the Job
A 100% Education Program Development and Implementation Specialist 6 position is open in the Institute on Community Integration's (ICI) Community Living and Educational Policy and Practice programs. The position supports both sponsored and non-sponsored research projects and will entail work with two principal investigators and research teams. The person in this position will be responsible at a .75 FTE level for coordination of day-to-day implementation of a major assessment re-development project focused on the Inventory of Client and Agency Planning (ICAP), a norm-referenced developmental assessment used by some states to determine eligibility for developmental disability services and related funding. The person in this position will also be responsible at a .25 FTE level for conducting and helping to coordinate Charting the Lifecourse (CtLC) trainings and developing associated CtLC project materials. This onsite role requires being in the office at least 30 hours per week and semi-regular out-of-state travel to coordinate community-based ICAP assessment, research, development, data collection, and evaluation with the internal ICI team, external providers, and state agencies. Responsibilities will include assisting with the creation of the ICAP assessment, subsequent coordination of several studies related to assessment development, including a psychometric calibration study, a national norming study, technical validity studies, and assistance with development and publication of a technical manual and an online training program. This hire will also be responsible for maintaining CtLC expertise and coordinating and delivering CtLC training sessions, materials, and Communities of Practice. Successful applicants will need multitasking skills to contribute to multiple projects and support the achievement of project goals and objectives in a timely manner. Tasks will be multifaceted and vary depending on the specific project in question and its current phase of research. Salary range is between $84,000-$100,000 based upon qualifications and experience. Job Responsibilities: Coordination of Project Activities (45%)
- Serve as a liaison between ICI, States, and community service organization partners for day-to-day project activities. This includes answering questions about training and research protocols; assisting with problem-solving; supporting participant recruitment.
- Task management: Oversee the progress of the project team and help project staff accomplish tasks.
- Support the development and implementation of technical expert panels (TEPs) to assist with final ICAP item selection.
- Communication: Keep collaborating organizations informed of the project status and objectives, and work with PI and CoPI to identify and remove barriers to program implementation.
- Reporting: Support PI and CoPIs in generating reports about projects to collaborating agencies.
- Compliance: Monitor and ensure project compliance with IRB regulations and policies.

Risk Management: Identify potential risks that could affect the project success and work with PIs and CoPIs to develop plans to reduce the chances of those risks occurring.
Data collection and data management (20%)
- Build and manage relationships with project partners to facilitate data collection of each phase of the assessment development.
- Coordinate collection and management of assessment development data using project online survey data management systems.
- Train/Re-train interviewers in a manner that maintains the integrity of data being collected.
- Work with project data analyst to assist with preparation of data for analysis including organizing and securely storing research records, and reviewing incoming data for accuracy.
- Evaluate data for completeness and accuracy based on established protocols and follow-up with data collection teams to clarify any questions staff may have related to the data itself or data analysis procedures.
- Communicate with project partners and participants to resolve data issues and ensure data quality.
Data reporting and dissemination (15%)
- Support the development of literature reviews, technical reports, technical manual, peer reviewed journal articles, book chapters, and other academic products describing research findings for academic audiences.
- Prepare and proof tables, figures and graphs displaying assessment development findings.
- Collaborate with the web development team to assist with the development of a web-based system for data entry and reports.
- Assist with translation of research findings into knowledge translation products for potential assessment users, policy makers, service providers (e.g., brief reports of key findings and implications and other non-academic audiences.
- Respond to technical assistance requests related to assessment development efforts policy makers, collaborating state program staff, practitioners, people with disabilities, and family members.
Recruitment (10%)
- Assist with the recruitment of people (staff, parents/family members, and others who can serve as informed respondents for people with IDD of all ages within the State of Minnesota.
- Coordinate recruitment of project participants with collaborating State Departments of Human Services.

Assist states with determination of eligibility for inclusion in projects.
Training (10%)
- Participate in training staff within collaborating states who will serve as administrators of the ICAP.
- Provide technical assistance to ICAP administrators as needed to ensure assessment administration fidelity.
Qualifications
Required Qualifications:
- BA/BS plus at least eight years of related experience in rehabilitation, social work, public health, psychology, special education, or related disciplines, or master's degree plus at least six years' experience in human services, evaluation & measurement, education, public health, psychology, social work or related discipline.
- A minimum of one year of personal or professional experience in working on projects focused on development and/or validation of assessments related to human services, healthcare, or education.
- A minimum of one year of personal or professional experience in using Charting the Lifecourse (CtLC) framework and tools.
- A demonstrated commitment to advocating for an inclusive environment for all backgrounds, abilities, and identities.
Preferred Qualifications:
- Doctoral degree in rehabilitation, social work, public health, psychology, special education, or related discipline.
- Two or more years of professional experience working on research/evaluation projects associated with development and validation of norm-referenced and/or non-norm-referenced assessments used to determine the needs and outcomes of people with intellectual and/or developmental disabilities.
- Working knowledge of human services policies and regulations related to home and community-based/waivered services.
- Experience with respect to both data collection (e.g., interviewing, administering surveys) and data management as they relate to determining the support needs of people with intellectual and/or disabilities.
- Strong professional writing skills as evidenced in published technical reports, peer reviewed journal articles, or other print or electronic products.
- Strong organizational skills and attention to detail.
- Previous work experience or academic background in federal, state or local governmental social service or policy agencies (e.g., public health department or a Protection and Advocacy organization).
- Effective communication skills and experience working collaboratively with internal and external colleagues.
- Demonstrated ability to use spreadsheets (e.g., Excel), presentation software (e.g., PowerPoint), word processing (e.g., Word), and online meeting (e.g., Zoom) software.
