TDI‑Attorney II‑III (00058815) Texas Department of Insurance Location Austin, Texas – Barbara Jordan Building, 1601 Congress Avenue Employee Status Regular, Exempt Travel 5% of the time Salary 7,976.00–8,976.00 per month Benefits 96 hours of accrued vacation per year 96 hours of accrued sick leave per year 20+ holidays per year Free parking 401(k) and 457 plans State of Texas retirement plan with lifetime annuity via the Employee Retirement System of Texas (ERS) Comprehensive medical insurance for full‑time employees; 50% employee share for dependents Optional benefits: dental, vision, life insurance, and more Qualified employer for the Federal Public Service Loan Forgiveness Program Overview The Texas Department of Insurance (TDI) regulates the insurance industry, administers the Texas workers’ compensation system, performs the duties of the State Fire Marshal’s Office, and protects consumers. TDI is seeking a licensed attorney to support policy development in areas such as homeowners and auto coverage, insurance rates, and market oversight. Responsibilities Advises staff on agency regulations, state and federal law, and regulatory matters. Researches state and federal laws and regulations. Drafts legal opinions, memoranda, administrative rules, orders, and legislative drafts. Participates in administrative and regulatory hearings. Assists in drafting bills and amendments for legislative consideration. Supports litigation efforts, including discovery and monitors litigation. Collaborates with subject matter experts and agency staff to analyze legal risks. Monitors legislative changes that may impact agency operations and provides guidance for necessary adjustments. Performs other related duties as assigned. Qualifications Graduate from an accredited law school with a Juris Doctor (J.D.) or Bachelor of Laws (LLB). Two‑year legal experience for Attorney II, three‑year legal experience for Attorney III. Licensed to practice law in Texas and in good standing with the State Bar of Texas. Regular work attendance. Legal clerk experience counts toward required experience. Preferred Experience Prior experience as an attorney in government, administrative, or public law. Experience in property and casualty insurance law. Experience advising in‑house legal matters. Experience drafting rules and legislation. Experience in insurance or insurance litigation. Required Knowledge Legal principles, practices, and proceedings. Caseload management techniques, prioritization, decision‑making, and collaboration with internal clients and management. State and federal laws, rules, and regulations, especially the Texas Insurance Code and Texas Administrative Procedure Act. Legal research, analysis, and drafting techniques. Required Skills Problem solving, critical thinking, reasoning, and logic. Proficiency with Microsoft Office (Word, Excel, Outlook, SharePoint). Experience with enterprise systems such as CAPPS payroll and personnel and other required systems. Effective oral and written communication, plain‑English legal writing. Independent planning and organizing of moderate workloads. Project management and/or team leadership. Required Abilities Communicate and work effectively with a wide range of people. Maintain confidentiality of sensitive information. Analyze and solve work‑related problems and work independently. Manage and coordinate multiple tasks and priorities to meet deadlines. Work independently and as a team player. Apply critical thinking to complex legal questions to identify solutions and evaluate risk. Establish and maintain effective working relationships with internal and external customers. Identify and analyze legal problems; prepare clear opinions and briefs. Research legal issues efficiently. Summarize research findings clearly. Interpret laws and regulations affecting the agency. Express comments and legal opinions clearly and persuasively. Deal tactfully and professionally with the public, coworkers, agency staff and industry representatives. Use electronic and hard‑copy legal reference materials. Explain legal concepts to laypersons. Organize and manage multiple priorities. Respond dynamically to situational needs. Use or learn to use agency technology tools, databases, and tracking systems.
