Plant Operations Supervisor - 24/7 Safety Leader

Job Description The Operations Supervisor coordinates their team’s activities and monitors that all operational work and tasks for their team are completed in a safe, effective and efficient manner.Oversees and provides hands-on guidance, direction and training to their crew as required. The Operations Supervisor has primary responsibility for training and assisting their team members in interpretation of procedures and production status. The Operations Supervisor must be able to be technically proficient in all areas of the plant. As Operations Supervisor, the incumbent must be able to plan and organize workloads and resource requirements and manage their area of responsibility so all Key Performance Indicators (KPIs) are achieved. As incumbent works 12-hour rotating day and night shifts, is responsible for allplant siteactivities as the senior Companyrepresentativeon site during non-business hours (i.e. evenings, nights, and weekends).Serves as an advisor to the Operations Manager and other technical support groups.As senior leader on Emergency Response Team (ERT), the Production Supervisor (Thermal) mentors and guides newer team members. This position operates within a COR, ISO 17025 certified, and OHSAS 18001 and ISO 14001 conforming plant environment and is expected to comply with all regulatory requirements. The facility operates on a 24/7 basis.

B. KEYRESPONSIBILITIES

The duties of the Operations Supervisor are as follows, but not limited to: Understands and promotes the Company’s, the Division’s, the Plant’s and the Department’s mission statement, values, and strategic goals. Proactively promotes through example a safe work ethic, attitude, and workplace. Manages employees’ compliance with all safety policies, standards, and procedures to achieve a safe work environment and safety for all staff and visitors as well as the Company’s, Client’s and Regulatory Agencies safe work objectives and requirements. Proactively models and maintains effective working relationships and communications with peers, management, direct reports, otherCompany departments, and staff. Models effective conflict resolution skills and effectively resolves anyconflictsina timely and respectful manner to achieve positive and healthy working relationships and workplace environment. Promotes a quality-first work ethic and attitude to provide a service of the highest standard achievable. Maintains confidentiality to comply with all regulatory requirements and Company Privacy and Confidentiality policies and procedures. Safely operates company owned, leased, or rented vehicles and/or mobile equipment.Incumbent is required to perform Safety Sensitive duties and responsibilities. Administers the Plant Safe Work Permit System. Demonstrates proficiencyin the daily operation of all operating areas including the Control Rooms. Participates in the Plant training program. Manages the training of operators on their crew. Reviews previous log book entries and reading sheets. Writes daily logs. Takes and interprets unit readings. Verifies that alldaily orders are completed. Updates Operations Manager ofunit status. Monitors that housekeeping standards are maintained in all operating areas. Directs start up and shut down ofequipment. Verifies operating areas are secured and safe during emergency conditions. Provides assistance during emergency situations. Participatesas an active member in the quality improvement process. Performs Emergency Response Team (ERT) duties during an emergency. Required to be an active ERT member andattend and actively participate in monthly meetings and training. As senior leader on ERT, mentors and guides newer team members. Supports other initiatives of the Plant to promote a healthy and positive work environment and enhance employee morale and engagement. Completes other duties as assigned.

ENVIRONMENTAL, HEALTH AND SAFETY (EH&S)

Understands and is accountable for responsibilities as Operations Supervisor as described in Sections 2-2 and 3-2 of the Alberta Occupational Health & Safety Act, the Swan Hills Treatment Centre Safety manual, EH&S Management System documentation and other relevant policies. Is an EH&S leader, explaining, following, and enforcing EH&S guidelines. Communicates EH&S policies and procedures to all team personnel. Provides resources for training and monitors that Environmental personnel are receiving all required training including job specific EH&S training. Conducts a Safe Work Plan (SWP) review prior to any non-routine and critical activities. Documents and maintains a record of the meeting. Verifies that all involved in a SWP understand the risks and sign the document prior to starting the job. Reviews safety and environmental practices for contractors assigned to him/her. Conducts a pre-job safety meeting with the contractor’s supervisor and his/her staff to review policies applicable to the job. Reports all incidents, non-conformances, near misses, concerns and potential legal non-compliances immediately to their Manager. Acts upon, in a timely manner, any unsafe conditions observed. Performs work only where competence is met. Reports all out of the ordinary, external communication to their Manager. Produces legible and identifiable records and documents, controls documents and records and prevents production of unauthorized copies of documentation. Consults with the responsible Manager on replacement of lost or damaged documentation. Participates in pre-approved training to advance skills and competence. Understands role in an emergency. Cooperates with auditors to facilitate successful audits. Allocates work only to competent personnel, based on training, experience and education. Reviews critical procedures as assigned. Monitors the proper upkeep and maintenance of required safety equipment in the field and their use as per instructions provided. Conducts daily H & S site inspections and documents the findings, verifies that personnel are competent for the assigned activities, especially on equipment that may cause an adverse impact on site EH & S performance or may influence significant aspects. Records and maintains operational documents under their care and control, and takes action that any equipment/tool deficiencies that can cause adverse impact to site EH & S performance are immediately reported and are isolated or taken out of service. Maintains a safe and clean workplace at all times and monitorsthatdepartment personnel and contractors also maintain a safe and clean workplace at all times. Participates in Process Safety program as directed by the Operations Manager. Participates in HAZOP, Risk Assessment, and Pre-Startup Safety Reviews as required. Initiates and follows proper Management of Change process for all significant changes and new additions under his/her control. Conducts incidents investigations (when assigned) and performs incident cause analysis as required.

LEADERSHIP

Provides pro-active leadership and supervision of all staff resources within their team to maintain a functional team in line with overall Plant forecasts and Company policies and strategic plans. Develops, coaches and mentors personnel. Contacts on-call replacement staff to provide cover-off duties for vacation and/or illness relief. Sets Team’s operational goals and objectives and Key Performance Indicators (KPIs). Informs direct reports of Corporate and Plant’s goals, objectives, and KPIs. Collaboratively assigns goals, objectives and KPIs with directreports whileverifying their personal objectives are in alignment. Monitors that progress is continuously being made towards the Company, Plant and Team’s goals, objectives and KPIs. Directs and supervises the duties of the Operations team. Identifies and recommends changes to staffing levels to achieve Team’s objectives. Recruits, selects and orientates new staff per Company policies and procedures. Prepares annual training program and executes once approved. Monitors that all staff are adequately trained and demonstrate effective skills to achieve and maintain quality standards and production targets as well as the Company’s and Team’s objectives. Schedules, conducts, and measures training activities for their Team. Monitors and conducts evaluations of personnel performance and addresses any concerns or infractions in a timely and respectful manner as per Company policy and practices while focusing on consistency, accountability and responsibility. Provides ongoing feedback to all direct reports based on observablebehaviorsand maintains log for input when conducting annual staff performance assessments to ensure a fair and equitable assessment. Conducts formal performance assessments and follows-up on progress towards goals and objectives and KPIs. Reviews position descriptions and Job Hazard Assessments (JHA) with direct reportsannually or as required andmakes changes if necessary. Seeks input to identify issues and opportunities to enhance staff job satisfaction and retention and provides recommendations for new initiatives to management for approval. Acts as a coach/ or facilitator as required in all personnel matters within their team. Monitors that all staff documentation is current and accurate and submitted in a timely manner to achieve Company objectives including minimizing Company liability. Authorizes direct reports’ timesheets (verifying that they are in compliance with company policy and regulatory requirements) and leave of absences.

FINANCIAL MANAGEMENT

Supports Management to control financial performance of the Department including setting annual budget, daily controls, and targets within the Company’s policies and practices. Manages Client’s projects within scope of responsibility to achieve time and budget expectations. Qualifications Minimum of Technical School or College Diploma in related field or combination of demonstrated process experience, aptitude, and specific skills training. Minimum of 5 years’ related industrial process-plant experience. Preference for 6 to 8 years’ related experience. Knowledge of hazardous waste treatment industry is required Prior supervisory experience is a definite asset. Minimum of Alberta Boilers Safety Association (ABSA) 4thClass Power Engineering Certification is required. In-house training on the quality systems, quality regulations, and safe work practices (including WHMIS Standard First Aid, T.D.G., Inventory Management, Environmental Awareness, PPE, Fire Extinguisher Training, Work Permit System, Waste Storage Guidelines). In-house training oncorporatepolicies. Respectful Workplace Training. Supervisory skills training and development. Must obtain 100% on Facility Environmental Operating License Exam Familiar with all aspects of the various processingcenterswithin the SHTC in a Senior Process position. Good understanding of hazardous waste. Basic knowledge of accounting procedures. Knowledgeableof TDG, Waste Storage Guidelines, and Regulatory Policies. Strong customer service attitude and commitment to providing exceptional customer service and quality results Sound business acumen and ability to manage all facets of the Work Unit. Excellent interpersonal and conflict management skills to facilitate working effectively with wide range and number of people, including peers and manager, employees, and other departments, divisions, and management within all levels of the organization. Effective leadership and communication (both verbal and written) skills to facilitate and promote open discussions, and to effect pro-active management on a daily basis. Effective negotiation, persuasion, and listening skills to facilitate successful resolution of employee andmanagement concernsand requests. Effective time management, decision-making, and planning, creative-problem solving skills and organizing skills. Attentiveness to details and ability to manage a diverse workload within a fast-paced environment with changing multiple priorities and frequent interruptions. Ability to work collaboratively as part of a team as well as independently with minimal supervision. Intermediate level computer skills to operate MS Office Suite (especially Outlook, Excel, and Word). Ability to work 12-hour rotating day and night shifts as the facility is operational 24/7. Ability to perform ERT duties. Ability to maintain confidentiality to comply with all regulatory requirements and Company Privacy and Confidentiality policies and procedures. Ability to complete all conditions of employment including criminal record check, negative alcohol and drug test, current and clean Class 5 driver’s license, pre-employment medical, and background check. . WORKING CONDITIONS (The work environment and factors in which duties are being performed to meet operational requirements. An employee is expected to be sufficiently healthy to perform the duties of the position.) Equipment and Tools Used: Standard office equipment. Regular, and occasionally prolonged, use of computer. Regularly operates company owned, leased or rented vehicles and/or mobile equipment. Physical or mental demands and activities include but are not limited to: Incumbent has responsibility for working-level positions on sitewhoperform Safety Sensitive duties or responsibilities. Position has been classified as a Security Sensitive position in accordance with company policy. Continually managing priorities to meet operational objectives. Difficulty attracting and retaining qualified staff due to current market conditions. Addressing staff performance management issues in timely, equitable, and confidential manner. Achieving expected performance standards while maintaining an efficient and safe working environment. High volume workload requiring both sound technical knowledge and ability to provide exceptional customer service. Challenging conditions normally associated with job (e.g. physical hazards, rotating shifts, shop conditions, and travel as an integral part of the duties performed, etc.). It is assumed that all reasonable and legal Occupational Health & Safety practices are in place and are adhered to. In addition, PPE is to be worn as per company standards and procedures.Refer to the safety section and safe work plan sections of procedures for specific information. Refer to the position’s Job Hazard Analysis (JHA) for the correlation or activity, risk, and controls. Works directly in Plant; required to climb ladders, work at heights or in confined spaces, and be exposed to various industrial hazards such as but not limited to noise, fumes, and chemicals and hazardous waste. Exposed to PCBs, Compressed/flammable gas,mobileequipment, moving equipment, rotating equipment and electrical hazards. Exposed to hot and cold working environments. Required to wear respirator and/or breathing apparatus while in designated areas of the plant and/or laboratory. Despite the relatively low risk of exposure to potential waste contaminants, participation in the SHTC employee health monitoring program is required. As member of the Plant’s Emergency Response Team, required to wear respirator and breathing. Also may be exposed toThermal (fire), Bio-medical (medical response),Overhead Hazards,Mechanical hazards,Compressed Gases, Heat/Cold Stresses, Ergonomic/MSI problems andPhysical Exertion (firefighting, training). May be required to wear breathing apparatus and work long hours during emergency conditions. Regularlyrequired to do heavy lifting and carrying. Required to work 12-hour rotating day and night shifts. HOURS OF WORK (The hours during which duties are being performed and Incumbent is expected to work to meet operational requirements.) Hours of Work: 12 hours/shift; 6:00 am – 6:00 pm Day Shift; 6:00 pm – 6:00 am Night Shift Lunch Break: 30 minute-paid lunch, as paid, must remain on site Rest Breaks: 15 minutes paid, both morning and afternoon Shift Rotation: 28-day rotation; 7 Days / 7 Off / 7 Nights / 7 Off BaseHours: 40 hours per week / 2,080 hours per annum.
