Appointment Type Temporary Provisional: Temporary Provisional(TPV), limited to no more than 3 years in duration. This temporary position is excluded by the Charter from the competitive Civil Service examination process, is considered "at will" and shall serve at the discretion of the Department Head. This position will be subject to the Permanent Civil Service examination process. Bringing together City departments and specialized offices under a unified structure, the Agency coordinates a citywide approach to equity and inclusion. The Agency includes the Human Rights Commission, Department on the Status of Women, Office of Transgender Initiatives, Office of Racial Equity, and Civil Rights Division, among others. About the Civil Rights Division: The Civil Rights Division at the Agency for Human Rights works towards justice through the enforcement of local anti-discrimination laws by investigating and mediating complaints about discrimination in employment, housing, and access to business establishments or other public places. Our team acts in a neutral role to: Investigate and mediate discrimination complaints in housing, employment and access to business or other public places Investigate and mediate complaints of noncompliance with the Sanctuary City Ordinance and the housing provisions of the Fair Chance Ordinance Engage stakeholders to resolve community disputes and issues involving equal treatment and discrimintation Provide information and referrals to individuals, community groups, businesses, and government agencies related to human rights, civil rights, and social justice About the Role This Human Rights Commission Investigator position is part of the Civil Rights Division. Under general direction, the 2996 Human Rights Commission Investigator promotes and implements the Agency for Human Rights’ programs and activities involving complaints of discrimination and dispute resolution, in the areas of employment, fair housing and public accommodations. Example of Important and Essential Duties According to Civil Service Commission Rule 9, the duties specified below are representative of the duties assigned to these classes and are not intended to be an all-inclusive list. Develop and implement non-discrimination programs to ensure and promote equal opportunity in order to reduce or eliminate inequalities. Assist in the development and servicing of outreach programs for all protected classes. Review and analyze data regarding community-wide problems and make and implement appropriate recommendations. Monitor and evaluate non-discrimination programs for goal setting and compliance purposes to ensure compliance through the use of utilization reports, public meetings, and collected statistics which determine the proper utilization of protected classes. Investigate and mediate complaints of discriminatory practices, which includes claims of discrimination and recommending procedures for resolution. Prepare reports on issues and concerns regarding non-discrimination programs, detailing its progress and practices. Develop and implement training programs for the public sector and for city departments in the area of non-discrimination. Make presentations to and respond to questions from City departments, public groups, media, Commissions and Government officials to educate, explain or promote the services of the Human Rights Commission, or educate interested parties on how to prevent discrimination and respond to acts of discrimination when necessary. Perform related duties as required. Minimum Qualifications Education: Possession of a baccalaureate degree from an accredited college or university with major course work in the social sciences, political science, public administration or related fields. And Experience: 300 hours of experience in anti-discrimination work, and one (1) year of verifiable experience (one year = 2,000 hours) in one or more of the following areas: investigation and resolution of complaints; dispute resolution; fact-finding and analysis; and/or development and servicing of outreach programs. Substitutions Verifiable qualifying experience as stated above (in addition to the required one year) may be substituted for the four-year degree requirement on a year-for-year basis. Possession of a Juris Doctor or an advanced degree in the social sciences, political science, public administration, or related fields may be substituted for the one (1) year experience requirement. Desirable Qualifications: Possession of a Juris Doctor (JD) Experienced with writing legal documents as a practicing attorney Experience with managing case data Interest in community outreach for educational programming Verification Applicants may be required to submit verification of qualifying education and experience at any point during the recruitment and selection process. Selection Procedures The selection process will include evaluation of applications in relation to minimum requirements. Applicants meeting the minimum qualifications are not guaranteed advancement to the interview. Depending on the number of applicants, the Department may establish and implement additional screening mechanisms to comparatively evaluate the qualifications of candidates. If this becomes necessary, only those applicants whose qualifications most closely meet the needs of the Department will be invited to participate in the next stage of the selection process. The stated desirable qualifications may be considered at the end of the selection process when candidates are referred for hiring.
