Job Summary
The Chief Executive Officer (CEO) serves as the senior executive accountable for the full scope of operational, clinical, and business performance at CIBD. This senior leadership role combines operational oversight with the vision and strategic acuity required to drive long-term organizational growth, financial sustainability, and mission advancement.
The CEO leads a high-caliber, multi-disciplinary management team spanning clinical and infusion operations, specialty pharmacy, finance, legal, compliance, grants and research management, business development, community engagement, human resources, and information technology. Reporting to the President, the CEO works in close partnership with the senior executive team (including the President, Medical Director, and Chief Financial Officer) and Board of Directors to design and execute strategic initiatives that elevate CIBD’s standing as a national leader in patient-centered care for the bleeding disorders community.
Essential Duties
Executive Leadership & Organizational Strategy - Serve as the principal internal leader for all operational dimensions of CIBD, including clinical programs, specialty pharmacy, administrative functions, and business development. Collaborate closely with the President, Medical Director, Chief Financial Officer, and Board of Directors to formulate, refine, and execute multi-year strategic plans aligned with CIBD’s mission and growth objectives. Translate Board-approved strategies and organizational priorities into actionable operational plans with clear accountability frameworks and measurable outcomes. Author comprehensive board reports, executive presentations, and strategic recommendations that inform governance decisions and organizational direction. Serve as the Chief Compliance Officer, maintaining program integrity and ethical standards across all organizational operations. Represent CIBD at local, regional, and national hematology and healthcare forums, positioning the organization as a center of excellence within the bleeding disorders community. Cultivate and sustain high-value strategic alliances with pharmaceutical manufacturers, payers, and integrated health systems. Champion innovation in program design, service delivery, and care models to ensure CIBD’s continued competitive differentiation. Develop and continuously optimize the operational infrastructure necessary to support organizational scale and complexity.
Clinical Operations Management - Ensure full regulatory compliance of all clinic operations in accordance with federal, state, and Title 22 standards. Lead the organization’s Joint Commission clinical accreditation program as the primary executive sponsor and point of accountability. Drive enterprise-wide quality improvement initiatives designed to enhance patient outcomes, operational efficiency, and service excellence. Oversee the implementation of national emergency preparedness frameworks for hematology patients in coordination with local, state, and federal public health authorities. Govern patient safety protocols, medication management standards, and error prevention programs to ensure the highest standard of clinical care. Institutionalize a culture of service excellence in which patient and family needs remain the paramount priority across all care settings. Ensure optimal allocation of personnel, equipment, and facility resources to sustain and advance CIBD’s patient care mission.
Financial Oversight & Stewardship - Partner with the Chief Financial Officer and finance leadership to analyze budget performance, assess variances, and act decisively on key financial indicators. Develop and execute cost management strategies that preserve quality of care while improving operational efficiency and financial resilience. Identify, develop, and pursue diversified revenue opportunities, including federal and private grants, managed care contracts, institutional partnerships, and new program development. Lead payer contract negotiations for both clinic and pharmacy operations, securing favorable terms consistent with CIBD’s clinical and financial objectives. Maintain rigorous compliance with CMS regulations, 340B Drug Pricing Program requirements, and all applicable grant funding restrictions. Provide strategic financial guidance to departmental leaders to promote cost-effective, mission-aligned operations organization-wide.
Legal Affairs & Contract Management - Serve as the primary executive liaison for all legal matters and coordinate effectively with outside counsel on regulatory, transactional, and risk-related issues. Lead complex contract negotiations and provide authoritative oversight for the review, approval, and execution of all significant agreements. Ensure that all contractual obligations align with CIBD’s strategic objectives, regulatory requirements, and organizational risk tolerance.
Compliance & Risk Management - Maintain a comprehensive, audit-ready compliance program that meets all applicable Federal guidelines, accreditation standards, and payer requirements. Ensure organizational adherence to HRSA grant requirements, 340B Drug Pricing Program regulations, and Medicare/Medi-Cal/commercial payer mandates. Oversee background screening processes, OIG exclusion list monitoring, and vendor compliance protocols. Develop and govern a balanced organizational scorecard and executive performance dashboard that drives data-informed decision-making. Establish and maintain confidential reporting mechanisms for compliance concerns and policy violations, fostering a culture of transparency and accountability. Coordinate with the Medical Safety Officer on quality assurance, patient safety, and clinical risk matters. Retain and manage relationships with general counsel, external auditors, accountants, and specialized consultants as required. Lead the development, implementation, and follow-through of corrective action plans in response to compliance findings or operational deficiencies. Govern organization-wide policies and procedures to ensure consistent compliance with all federal, state, and local laws and regulations.
Grants & Research Management - Ensure full compliance with all federal grant requirements, including programmatic reporting, financial management, and audit obligations. Proactively identify and pursue grant opportunities that support program expansion, clinical research, and community impact initiatives. Serve as an organizational champion for bleeding disorders research, fostering collaboration with academic partners and clinical trial networks. Maintain and strengthen relationships with external funding organizations, foundations, and research collaborators.
Business Development & Community Engagement - Design and execute comprehensive business development strategies to expand CIBD’s patient services, market reach, and brand recognition throughout California and beyond. Build strategic infrastructure through partnerships with hospitals, physician groups, community health organizations, and patient advocacy networks. Lead integrated marketing and communications initiatives that effectively promote CIBD’s mission, capabilities, and competitive strengths. Cultivate robust referral networks and community relationships with physicians, patient advocates, and rare disease organizations. Identify and develop new service line opportunities and programmatic growth priorities in alignment with organizational strategy. Serve as the primary steward of CIBD’s brand identity, ensuring consistent and compelling messaging across all internal and external communications.
Organizational Development & Human Capital - Embody and champion CIBD’s core values, fostering a patient-centered, inclusive, and high-performance organizational culture. Provide visionary leadership, executive coaching, and meaningful mentorship to the senior leadership team and management staff. Establish performance management frameworks that develop leadership capabilities, drive accountability, and support career advancement. Build organizational resilience through disciplined workforce planning, talent development, and executive succession planning. Create an environment that rewards intellectual curiosity, collaboration, and professional growth at every level of the organization. Oversee all human resources operations, including talent acquisition, onboarding, employee relations, compensation and benefits administration, and HR policy development and enforcement. Partner with HR leadership to design and implement competitive total rewards programs that attract top talent and support long-term employee retention across clinical, administrative, and executive functions. Direct the development and execution of organization-wide employee engagement initiatives, ensuring CIBD maintains a positive workplace culture aligned with its mission and values. Champion diversity, equity, and inclusion initiatives that foster a welcoming and equitable workplace for all staff at every level of the organization. Oversee the investigation and resolution of employee relations matters, including workplace concerns, grievances, and disciplinary actions, in coordination with HR and legal counsel as appropriate. Ensure that HR metrics, workforce analytics, and staffing data are regularly reviewed and used to inform strategic decisions related to hiring, retention, and organizational design.
Technology & Infrastructure - Provide strategic oversight of CIBD’s information technology infrastructure, ensuring reliable support for both clinical and business operations. Lead the evaluation, selection, and implementation of electronic health record (EHR) systems and practice management platforms that enhance clinical efficiency and patient experience. Ensure rigorous data security protocols, HIPAA compliance, and business continuity planning across all technology platforms. Champion the adoption of technology solutions that measurably improve operational performance, patient engagement, and organizational scalability.
Requirements
Bachelor's degree in Healthcare Administration, Business Administration, Finance, Public Health, Health Sciences, Clinical discipline or a closely related discipline and 19+ years of progressively responsible healthcare experience in acute ambulatory setting, including supervisory and personnel management experience; Master’s degree in fields listed above and 15+ years of progressively responsible healthcare experience in acute ambulatory setting, including supervisory and personnel management experience; or PhD degree in fields listed above and 11+ years of progressively responsible healthcare experience in acute ambulatory setting, including supervisory and personnel management experience.
A minimum of 5 years of experience in a director-level role or 3 years of experience in a senior executive-level role.
Additional Required Qualifications
Demonstrated expertise in specialty healthcare operations, hemophilia treatment center administration, specialty pharmacy, or complex ambulatory care environments.
Substantive knowledge and hands-on experience with the 340B Drug Pricing Program, including operational management and audit compliance.
In-depth command of federal and state healthcare regulations, including CMS, HRSA, state pharmacy law, and clinical quality standards.
Proven track record of successful P&L management, strategic business development, and sustainable operational improvement.
Visionary strategic thinker with demonstrated ability to translate organizational vision into executable operational plans and measurable results.
Exceptional executive leadership capabilities with a track record of building, inspiring, and retaining high-performing, mission-driven teams.
Deep subject matter expertise in specialty pharmacy operations and the clinical management of bleeding disorders.
Outstanding executive communication and interpersonal skills, with the ability to engage and influence diverse stakeholders across clinical, regulatory, philanthropic, and community domains.
Demonstrated capacity to lead complex, multi-faceted operations in a dynamic and rapidly evolving healthcare environment.

Proven experience with Joint Commission or comparable accreditation processes.

Preferred Qualifications
Experience with federal grant management, compliance reporting, and program stewardship strongly preferred.
Operational experience in a federally designated Hemophilia Treatment Center (HTC) or rare disease specialty care setting. Established knowledge of and relationships within the bleeding disorders patient community and national advocacy organizations. Existing professional relationships with specialty pharmaceutical manufacturers, Group Purchasing Organizations (GPOs), and specialty distributors.
Familiarity with Federally Qualified Health Center (FQHC) or community health center operational models.

Compensation base expected at time of hire is $285,000 - $360,000 annually. Actual compensation offered will be determined by factors such as location, level, job-related knowledge, skills, and experience.

About the Organization The Center for Comprehensive Care & Diagnosis of Inherited Blood Disorders (CIBD), a 501(c)3 non-profit organization, is committed to providing comprehensive care for patients and their families with rare, chronic inherited blood disorders. CIBD is a part of a nationwide network of over 140 Hemophilia Treatment Centers that use multidisciplinary teams of blood disorder specialists to provide expert comprehensive diagnosis, medical care, outreach, education, outcomes monitoring, surveillance, and prevention services to people with Hemophilia, Sickle-Cell Anemia, Thalassemia, Von Willebrand Disease, Mast Cell Activation Syndrome (MCAS) and other related benign hematology conditions. CIBD is the regional grantee for the Western States Region for Hemophilia, the Pacific Sickle Cell Regional Collaborative (PSCRC) and Networking California for Sickle Cell Care (NCSCC) providing regional leadership, fiscal and administrative oversight, grants management, capacity building, clinical education, technical assistance, evaluation, and outreach to public and private health agencies at the local, state, and federal levels.
