HR and Payroll Manager

About Seva Seva Senior Services is a family-founded home and community-based care organization in its ninth year. What began as a small adult day program is now a multi-program agency serving seniors and adults with disabilities across Georgia and Illinois through Adult Day Health, Personal Support Services, and Structured Family Caregiving. We are growing quickly, with new programs and markets on the horizon, including a hospice launch. Our caregivers are the heart of everything we do, and this role exists to make sure they are paid accurately, supported fully, and kept compliant as we scale. The Role The HR and Payroll Manager owns Seva's people operations end to end: payroll across every entity, caregiver and employee compliance, recruiting, employee relations, and benefits. This is a hands-on role today, built to grow into a leadership role over a larger HR team as Seva scales from hundreds of employees to 500 and beyond. We are looking for a builder: someone who runs a clean payroll every cycle, keeps every file audit-ready, and also asks, "How do we do this better and at greater scale?" Key Responsibilities Payroll Own full-cycle payroll in Viventium for all Seva entities in Georgia and Illinois, across weekly and biweekly pay schedules, and for future expansions. Pull and validate time data from EHR exports (PSS, SFC) and Time Clock Plus (Adult Day Health) before every cutoff. Manage missed clock-in and clock-out corrections with program managers, and improve the process so fewer corrections are needed. Process bonuses (including referral bonuses), adjustments, off-cycle checks, and final pay accurately and on time. Administer wage garnishments and child support withholdings: setup, remittance, tracking, and closeout. Serve as the go-to person for every payroll question from caregivers and staff. Coordinate with Billing so payroll and billing data stay aligned. Caregiver and Employee Compliance Maintain complete, audit-ready personnel files for every employee from hire through separation. Manage background checks through GCHEXS, I-9 and E-Verify, TB results, CPR certification, training hours, and all other DCH, Medicaid, and state requirements. Track expirations and renewals proactively so no caregiver works out of compliance. Prepare for and support state and Medicaid audits and reviews. Recruiting and Staffing Lead caregiver and staff recruiting through Apploi, from posting through screening, hiring, and onboarding. Speed up time to hire, especially for family caregivers in Structured Family Caregiving. Forecast staffing needs with program leaders and recommend recruiting volume and strategy as Seva grows. Build the foundation for a dedicated recruiter when volume requires one. Employee Relations and Culture Be the approachable, reliable first point of contact for HR questions and caregiver concerns. Strengthen morale and culture across the office and caregiver workforce. Lead or support disciplinary actions, investigations, and terminations with managers. Manage unemployment claims, workers' compensation claims, and EEOC and Department of Labor inquiries, working with Seva legal counsel as needed. Benefits Administration Administer and answer questions on health benefits through Vitable, the 401(k) through Human Interest, and benefits managed in Viventium. Handle eligibility, enrollment, changes, and open enrollment communication. Systems, Growth, and Leadership Lead adoption of new HR and payroll systems, and train staff to use them. Build and maintain written SOPs, checklists, and documentation for every core HR process. Design HR infrastructure that scales to 500+ employees and new markets. Build the HR side of Seva's upcoming hospice launch and future expansions. Manage, train, and develop the HR Virtual Assistant and Part-time HR Assistant, and grow the team over time. Report on HR and payroll KPIs to the CEO. Qualifications Required 3+ years of HR experience, including hands-on payroll processing. Experience in home care, Medicaid home and community-based services, or another healthcare setting. Working knowledge of wage and hour rules, I-9 and E-Verify, garnishments, and employee compliance documentation. Strong with numbers, detail, and deadlines. Tech-savvy and quick to learn new platforms. Excellent written and verbal communication, with the ability to explain pay and policy clearly and kindly. Preferred Qualifications Home care or Medicaid agency experience (strongly preferred). Multi-entity or multi-state payroll experience. Experience with Viventium, Apploi, Care Bravo, or similar HRIS, ATS, and EVV platforms. SHRM-CP, PHR, or a payroll certification (FPC or CPP). Experience supervising HR staff or virtual assistants.
