Community Manager - 5460 Full Time Fir Grove, Portland, OR, US 30+ days ago Requisition ID: 5460 Salary Range: $27.00 to $29.00 hourly Full-Time Community Manager position at Fir Grove, Taylor Street and Walnut Park —three affordable (HUD) apartment communities with a combined 79 units in Portland, OR. The Community Manager will work to ensure that the properties meet all ownership goals and objectives, enforce management policies and procedures, and adhere to Fair Housing and Landlord Tenant Laws at all times. They supervise property staff and vendors, provide outstanding customer service to residents, maintain curb appeal, manage proactive maintenance, safeguard financial health, ensure compliance, and complete required paperwork and reports. We seek a dynamic self-starter who enjoys working with others, thrives in a fast‑paced office, and is highly organized, professional, and communicative. Experience with HUD requirements and paperwork is preferred. Schedule: 40 hours per week; Monday – Friday, 8:00 AM – 5:00 PM. Compensation: $27 – $29/hr DOE + bonus potential. Qualifications High school diploma or GED. At least two (2) years of experience managing a multi‑family community. At least one (1) year of experience working in affordable housing or relevant industry. At least one (1) year of prior supervisory experience. Strong understanding of and willingness to enforce Fair Housing and Landlord Tenant Laws in Oregon. Excellent attention to detail and organizational skills. Strong customer service skills. Strong mathematical skills and basic understanding of property budgets. Basic computer skills and willingness to learn new programs. Ability to speak, read and write in English. Ability to communicate effectively and timely, both verbally and in writing. Ability to complete required company training within deadlines and attend other training sessions as required. Essential Functions Always represent Guardian in a positive and professional manner. Act as the company's primary coordinator to ensure property management obligations are met and exceeded. Manage all property operations in compliance with all local, state, and federal laws. Under direction of the Regional Property Manager, assist in developing operating and capital budgets. Analyze and report monthly financial statements including operating variances. Administer budgets, review operations, and recommend corrective actions. Ensure compliance with affordable program requirements. Complete resident income certifications and re‑certifications accurately and timely. Coordinate collection and documentation of all revenues following lease obligations. Follow confidentiality guidelines for resident, property, owner, and Guardian information. Direct day‑to‑day activities of other property staff; develop, hire, discharge, evaluate performance, coach, and discipline staff. Accurately record time worked, adhere to time‑keeping guidelines, approving site staff time records daily. Administer leasing efforts; review tenant billings, analyze lease clauses, prepare vacancy reports, enforce compliance. Identify leasing prospects and occasionally respond to routine leasing inquiries. Collect delinquent accounts per legal guidelines and communicate with accounting to ensure accuracy. Work with Regional Property Manager to identify, engage, and supervise property vendors. Approve invoices for goods/services required to maintain the property per company and owner standards and budget. Liaison with corporate departments to provide a team approach to property management. Establish and maintain collaborative relationships; prepare and lead all site staff meetings, including safety meetings. Constantly strive for improvements in work process and results to better meet resident needs and company expectations. Perform other duties as assigned by the Regional Property Manager.
