Police Officer Position

Under general direction of the Police Sergeants, Police Officers perform a full range of law enforcement duties, including patrol operations, responding to calls for service, conducting investigations, engaging with the community, and enforcing local and state laws. Candidates must demonstrate sound judgment, integrity, and commitment to public service. Duties include but are not limited to:

• Respond to complaints such as prowlers, trespass, fights, domestics, alarms, etc.
• Handle arrest situations and procedures.
• Drive patrol car to monitor traffic; operate communication equipment and vehicle monitoring equipment such as radar; observe and detect traffic violations; and operate vehicle in emergency mode.
• Patrol assigned area by vehicle.
• Write detailed reports to document activities in situations requiring that public order be maintained and/or restored.
• Answer questions from the public on the phone or in person regarding issues such as project status, complaints, and law interpretation, or refer citizens to proper agencies.
• Face threatening situations and be prepared to use deadly force when justified.
• Search areas for suspects.
• Take written and oral statements from victims and witnesses.
• Request checks on car registrations, warrants, and firearms, and issue tickets, citations, and tags for illegal violations.
• Make business checks or vacation checks of private dwellings.
• Monitor crime areas by vehicle or foot patrol.
• Complete routine, non-emergency reports and initial investigative reports.
• Interview suspects, witnesses, citizens, victims, and others as required.
• Interrogate suspects and take sworn statements, formal confessions, or depositions in preparation for court or trial appearances.
• Maintain skills proficiency.

Knowledge, Skills, and Abilities Knowledge of police principles, practices, procedures, purposes, tools, techniques, and equipment, especially as applicable to duties of assignments. Knowledge of relevant laws, rules, and regulations. Skill in the use of firearms and vehicles. Ability to apply police principles, practices, and procedures to solve police problems. Ability to establish and maintain effective working relationships with others. Ability to meet and deal with the public tactfully, with courtesy, or, when the occasion demands, with firmness. Ability to withstand adverse weather conditions.

Minimum Requirements Must meet Minnesota POST Board licensing requirements (or be eligible) by October 1, 2026. Successful determination of no POST Board "Standards of Conduct" violations. Desirable Requirements Proficiency in a second language, preferably Spanish, Hmong, Arabic or Sign Language. One year of experience in law enforcement, either a sworn, non-sworn, or volunteer position. CPR and First Aid certification. Supervision of Others N/A Physical Requirements Positions in this class typically require: climbing, balancing, stooping, crouching, reaching, standing, walking, pushing, pulling, lifting, finger dexterity, grasping, feeling, talking, hearing, seeing, and repetitive motions. Heavy Work: Exerting up to 100 pounds of force occasionally, and/or up to 50 pounds of force frequently, and/or up to 20 pounds of force constantly to move objects. Incumbents may be exposed to environmental conditions, such as, challenging behaviors, and threatening environments. Conditions of Employment Must be a US citizen. Must possess a valid Class D driver's license with a good driving record. Must successfully complete a comprehensive background investigation, physical exam, drug test and psychological exam.

Benefits

We offer an excellent comprehensive benefit package for full time Police employees. Including paid vacation, sick leave, medical, dental, life insurance, long term disability, retirement benefits, educational assistance, employer paid employee assistance program, Flex Spending, Post Retirement Health Care, optional deferred compensation and short term disability. CITY CONTRIBUTION For 2026, the City contributes $1,590.00 per month for each full-time employee to apply towards the benefits offered through the cafeteria plan if electing medical coverage. For 2026, the City contributes $804.50 per month for each full-time employee if medical coverage is waived. The City's contribution is pro-rated for part-time employees. MEDICAL INSURANCE The City of Blaine offers a full cafeteria plan. All full-time probationary and regular city employees are eligible to participate. Single coverage is part of the core, but if the employee so elects, he/she may include his/her dependents under their plan. Specific plan information and related premium rates will be provided for the five health plan options at the oral interview. Employees may choose from five options under HealthPartners. Coverage becomes effective the first of the month following date of hire for both single and family policies.

Dental Insurance Single dental insurance is part of the core, but family dental insurance is available. All full-time probationary and regular employees are eligible. This dental insurance becomes effective on the first of the month following 30 days of employment. The monthly premiums for single and family coverage is:

Life Insurance Basic life in the amount of $50,000 is part of the core. All full-time probationary and regular city employees are provided with a term life, accidental death and dismemberment insurance policy.

PLAN - RATE

Lincoln Financial - $8.50

Additional Life Insurance Available for family members of all full-time probationary and regular employees at low group rates from Lincoln Financial and/or PERA Life. Specific regulations apply.

Long-Term Disability All active full-time employees who work 40 hours a week are eligible to participate in the long-term disability (LTD) plan.

Retirement Retirement benefits are those of a coordinated plan called the Public Employees Retirement Association (PERA) Police and Fire Retirement Fund. The employee contributes 11.8% of total annual earnings to PERA while the City contributes 17.7% of the employee's annual earnings to PERA.

Educational Assistance All regular full-time employees are eligible for tuition reimbursement upon satisfactory completion of approved work-related educational courses offered by accredited institutions.

Employee Assistance All regular full-time employees may participate in an Employee Assistance Program through HealthPartners at the city's expense. In certain instances, this benefit extends to the employee's immediate family as well.

Deferred Compensation All full-time probationary and regular employees are eligible to participate in a pre-tax savings program through payroll deduction.

Health Saving Accounts and/or Flexible Spending Accounts All full-time probationary and regular employees are eligible to participate in the City's pre-tax health savings account and/or flexible spending accounts for medical/dental/vision expenses and/or dependent care costs. Specific rules and regulations govern use and eligibility.

Post Employment Health Care Savings Plan (HCSP) The city has implemented the Minnesota State Retirement System HCSP, which allows employees to save money on a pre-tax basis to pay medical expenses and/or health insurance premiums after termination of public service.
