Working Hours: M-F; 9:00 am – 3:30 pm - Lunch Hours – 30 minutes

Position Summary

• The Procurement Specialist supports the Virginia Department , by coordinating and administering procurement activities for educational programs, services, supplies, equipment, technology, professional services, and other operational needs.
• Responsibilities for this position include procurement planning, vendor selection, purchase orders, contracts, amendments, renewals, invoice review, closeout, and records management.
• The position ensures procurement activities are conducted efficiently, ethically, transparently, and in compliance with the Virginia Public Procurement Act, Commonwealth of Virginia procurement policies and procedures, department policies, and applicable state and federal requirements.
• The Procurement Specialist works closely with Division of Education leadership, education staff, facility personnel, budget and finance staff, vendors, contractors, and other Commonwealth agencies.

Equipment to be used by the temporary staffing professional(s): Laptop, monitors, printer, desk phone

Computer software to be used: Microsoft Office Suite, eVA, Cardinal

Minimum Qualifications

• Demonstrated experience in procurement, purchasing, contract administration, business administration, finance, or a related field.
• Experience interpreting and applying policies, procedures, regulations, or contractual requirements.
• Experience preparing and maintaining detailed administrative and financial records.
• Demonstrated ability to communicate effectively with internal stakeholders and external vendors.

Preferred Qualifications

• Experience with Commonwealth of Virginia procurement processes.
• Experience with state financial or procurement systems.
• Degree from an accredited college or university in business, finance, procurement, contract management, supply chain management, public administration, or a related field.

Mandatory skills/certification(s) Requirement:

• Virginia Contracting Associate (VCA) certification or completion of applicable VCA training.
• Virginia Contracting Officer (VCO) certification or related Commonwealth procurement training.
