Project Manager 3 (IT Projects) Location: Vancouver, WA (Hybrid) Duration: 12-month Contract (possible extension up to 5 years) Pay Range: $70.96 - $74.19 per hour Overview The Project Manager (IT) plans, initiates, and manages IT projects, serving as liaison between business and technical teams. Position Responsibilities Provide end-to-end project management and development, including detailed plans and integration of technical activities. Develop and update project plans for IT projects, defining objectives, technologies, systems, and staffing requirements. Define scope, goals, and deliverables in collaboration with senior management and stakeholders. Create full-scale project plans, communications documents, and facilitate project communication plans. Develop implementation plans with cost-benefit or ROI analyses. Create work breakdown structure (WBS) for IT projects. Collaborate with manager to recommend selection of project personnel. Liaise with stakeholders, communicating expectations clearly and timely. Coordinate duties, responsibilities, and span of authority for project personnel. Set and facilitate project expectations with team members and stakeholders. Identify and resolve issues and conflicts within the project team. Manage project dependencies and critical path. Plan and schedule timelines, milestones, track deliverables using appropriate tools. Develop and deliver progress reports, proposals, requirements documentation, and presentations. Determine status report frequency and content, analyze results, and troubleshoot issues. Proactively manage scope changes, identify potential crises, and devise contingency plans. Define project success criteria and disseminate them throughout the lifecycle. Manage project execution to verify adherence to budget, schedule, and scope. Conduct post‑mortems and create recommendations reports. Develop best practices and tools for project execution and management. Position Requirements Education & Corresponding Experience A bachelor's degree in business administration, computer science, information technology, engineering, or a related technical discipline is preferred. 10 years of experience is required with an applicable bachelor's degree. 14 years of direct work experience is required without a degree or a non‑applicable bachelor’s degree. Experience must include full‑lifecycle OT/IT software, OT/IT hardware, Data Integration, Telecom, and/or Network Infrastructure projects, developing technical specifications and project plans for medium‑to‑large projects. Service Desk or Operations and Maintenance (O&M) experience will not meet project experience requirements. Note: Level 3 is typically responsible for medium‑to‑large projects (25 M and higher lifecycle cost). “Typically,” as it refers to project size is determined by an average of the worker’s assigned projects and includes the complexity, visibility, and sensitivity of the projects within the past year and is not based on a single project‑funding amount. Required Technical Skills & Experience Advanced skills with MS Project, including fundamental operation, function, and workflow of timelines, dependencies, project expectations, milestones, and resources. Demonstrated ability to manage OT/IT software, OT/IT hardware, Data Integration, Telecom and/or Network Infrastructure projects, and/or Applications Integration projects in accordance with industry principles. Expert at supporting the full lifecycle of projects through the IT Systems Development Lifecycle. Expert at eliciting information from stakeholders, documenting, and communicating, including via Project Plans, Functional & Technical Specifications, Schedules, Resource Plans, Budgets, and Presentations. Demonstrated experience with expert‑level communication and customer service skills to advance assigned project(s) forward in a large agency environment with multiple stakeholders. Preferred Skills & Experience Experience delivering projects with Cyber security and/or compliance requirements (ex: NERC-CIP, FISMA, and NIST). IT project and program management experience within an Information Technology or Operational Technology environment. Experience with Agile and Waterfall methodologies.
