HR Specialist (Employee & Labor Relations)

Summary This position is located in the Office of Human Capital Management and Training (HCT). HCT provides oversight, guidance, and support in of the NTSB's human capital management strategies and aligns them with the agency's mission. HCT develops goals and objectives and provides leadership in human capital planning and development, labor and employee relations, workers compensation, leave and pay administration, and other human capital and training functions. Learn more about this agency Duties Help As a HR Specialist (Employee & Labor Relations),GS-0201-13, you will perform the following major duties:
- Provide expert employee and labor relations guidance to management on interpretation and application of advanced HR principles, laws, regulations, collective bargaining, and agency policies to resolve a broad range of complex and unprecedented personnel issues.
- Provide technical guidance and direction on labor and employee relations matters such as collective bargaining and negotiations; grievances, employee discipline, performance management, awards and third-party processes.
- Manage complex ER/LR matters involving leave administration, worker's compensation, performance management, and workplace conduct issues.
- Conduct administrative investigations and fact-finding, analyzing documentation, and recommending appropriate resolutions.
- Develop ER/LR policies, procedures, and training presentations. Foster effective labor-management relationships through collaboration and dispute resolution techniques.
